traffic and circulation is considered a significant, <br />unavoidable adverse impact of the Project on a cumulative level. <br /> <br /> (2) Findinqs. Based upon the Final EIR and the <br />entire record before it, this City Council finds that: <br /> <br /> (i) The mitigation~measures referenced <br />in the Final EIR have been adopted as conditions of approval or <br />incorporated into the Project. <br /> <br /> (ii) With the imposition or <br />incorporation of the recommended mitigation measures, the <br />Project-specific traffic impacts of the~o~Ject will be <br />mitigated to a level of insignificance, and cumulative impacts <br />of the Project upon traffic and circulation will be <br />substantially reduced, although the cumulative traffic impact <br />will not be reduced to a level of insignificance. <br /> <br /> (iii) To the extent that the impacts of <br />the Project relating to transportation and circulation are not <br />mitigated to a level of insignificance, the environmental, <br />economic, social and other benefits of the Project outweigh and <br />override any such remaining significant impacts, as more fully <br />described in the Statement of Overriding Considerations <br />(Section III, below). <br /> <br /> B. Noise. <br /> <br /> (1) Facts. The noise impacts of the Project are <br /> <br />analyzed on pages 3-69 through 3-74 of the Draft EIR.
