Wright, 900 North Broadway, , <br />stating he represents Dale N. Ftckes, owner and operator of a concession bar c~ <br />the ground floor lobby of the Citizens National Bank Building, from which he sells <br />end dispenses sandwiches, coffee and other foodstuffs, and requested that some ac-i <br />tion be taken with regard to the pickup truck, with a panel box, which has been <br />dispensing foodstuffs at the entrance of the lobby during the noon lunch period, <br />to the detriment of his client's business. In addition, the presence of a caterin~ <br />truck is not proper in the downtown area, and should be restricted to industrial <br />or construction areas, where restaurants may not be available. Councilman Heinly . <br />stated the removal of catering trucks off the streets would include bakery trucks, --~ <br />ice-cream vendors and others, there is an Ordinance providing for the licensing of <br />catering trucks, and asked Attorney Wright how he would propose to remedy the situ~- <br />ation. Attorney Wright stated he will study the matter further and report back tol <br />the Council on behalf of his client. On motion of Councilman Heinly, seconded by <br /> <br />Nubbard and carried, the communication was received and filed. <br /> <br />The matter of the Dog Leash Law, tabled by the City Council on July 5, 1960, was <br />requested by Councilmau Brewer to be brought back on the table for consideration, <br />and presented a proposed Ordinance amending Section 4115 of the Santa Aha Municipa~ <br /> <br />Code. On motion of Councilman Brewer, seconded by Schlueter and carried, the mat- <br /> <br />ter of the Dog Leash Law was brought back on the table. Councilman Heinly presen- <br /> <br />ted a cO~mmunication from Mr. and Mrs. Philip N. LaRiviere, 505 Jonquil Road, stat- <br /> <br />lng if the laws pertaining to licensed animals and innoculation were enforced by <br /> <br />the Pound~ster, there would be no need of a leash law, and on motion of Councilma~ <br /> <br />Nubbard, seconded by Brewer and carried, the coz~unication was received and filed. <br /> <br />Councilman Brewer stated there are 8,000 to 9,000 dogs in the City, and only 2,263 <br />licenses were issued. Further, in 1960, there were 620 people bitten by dogs in <br />the City, and in the first four months of this year, 203 more people were bitten <br />than for the same period last year. The Mayor asked for representation for and <br />against a leash law, and 90 people stood in favor and three persons stood in pro- <br />test. Mrs. Anna Mae Famularo, 2322 Ramona Drive, stated they were not asking for <br />a leash law because other cities have one, but the constantly growing population <br />of the City with the increase of dogs, demanded an Ordinance to tell the dog owner~ <br />where to keep their pets, end that vicious dogs, promiscuously roaming the street, <br />must be restrained and confined. Further, such a law is urged by the P.T.A. <br /> <br />Council, the P.T.A. groups, the Mail Carriers' Association, newspaper carriers, <br /> <br />and a petition signed by approximately 2,000 persons. Arthur R. Snell, Principal, <br /> <br />Diamond Elementary School, 1031 W. St. Andrew Place, reported cases of children <br /> <br />bitten on the school grounds, and the cost of impounding the animals, and stressed'. <br /> <br />the need for a leash law. In opposition of a dog leash law were Alice Carter, <br /> <br />822 E. Fifth Street, who stated children are bitten by dogs because they tease <br /> <br />them, and also questic~ed the need for licensing dogs if they are confined; Leroy ~ <br /> <br />Simler, 609 E. Pomona Street, questioned any law that chains dogs, and said much <br /> <br />more damage is made by children than by dogs; and Mrs. C. Evans, 925 So. Standard <br /> <br />Avenue, said any additional laws would be in conflict with the present laws on thel <br /> <br />books, and it is principally up to the people to enforce them.
