<br />The Council having unanimously waived the reading of the Resolution, on motion of

<br />Councilman Hubbard, seconded by Heinly and carried, the following Resolution en-
<br />
<br />titled:

<br />"Resolution No. 61-134 concerning parking limitations and
<br />curb markings in accordance therewith"
<br />
<br />installing a'Stop Sign at the intersection of Occidental Street and Cypress Avenue,
<br />
<br />directing traffic on Occidental Street to stop to traffic on Cypress Avenue, as re-
<br />
<br />commended by the Department of Public Works, was considered and passed by the fol-
<br />
<br />lowing vote:

<br />the north property line of Seventh Street and the south property line of Ninth

<br />Street, as reccmmaended by the Department of Public Works, was considered and passed
<br />
<br />by the following vote:

<br />The proposed channelization and No Parking Zones on Broadway north and south of
<br />
<br />Seventeenth Street was again presented to the City Council, and Attorney H. Roger
<br />
<br />Howell, 401 W. Eighth Street, representing the North Broadway property owners and
<br />
<br />tenants in opposition of the proposed channelization, called upon Mr. V. D. McCauley,
<br />
<br />Assistant Trust Officer, First Western Bank, who stated the Welsh Home, 1611 North
<br />
<br />Broadway, Dr. Paul H. Freeman's office, 1601-O3 North Broadway, and two rental units
<br />
<br />at 1601½ and 1603½ North Broadway, are properties in trust with the First Western
<br />
<br />Bank, and disagreed with several of the findings of a study reported by the Depart-~
<br />
<br />ment of Public Works. Also, the elimination of street parking, to get a traffic
<br />
<br />flow for a one-hour peak period will result in the loss of tenants for the bank.
<br />
<br />Attorney Howell disagreed with the s,~m~ry and conclusion of the Traffic Engineer's
<br />
<br />report to eliminate curb parking, the split phase signal, and stated the trial tests
<br />
<br />allowing and prohibiting north bound traffic to turn left from Broadway onto 17th
<br />
<br />Street is misleading, as this is not sufficient time for the development of new
<br />
<br />travel habits. Attomey Howell proposed four points, on a six-months' trial basis:
<br />
<br />(1) The use of "no left-turN signs on Broadway, for one hour each evening; (2) The
<br />
<br />City Engineer be authorized to prepare necessary deeds and conveyances for submis-
<br />sion without cost to the City for the necessary rights-of-way to allow for the wi-
<br />
<br />dening of Broadway, and the full development of four lanes with channelization and
<br />
<br />parking; (3) Provide the estimated amount of $12,OOO.00 in the Budget, at the ear-
<br />
<br />
