All rooftop mounted parking structure lights shall be located and shielded so that <br />all light is contained within the boundaries of the project and no light spillage <br />occurs to adjacent properties. <br /> <br />All parking structure interior lights shall be high intensity discharge (stem <br />mounted) with no light spillage to adjacent properties. No fluorescent tube <br />f'mtures shall be allowed. <br /> <br />Light and glare from automobiles within the parking structures shall be screened <br />with solid, opaque wall materials while maintaining all ventilation requirements <br />of the Uniform Building Code. <br /> <br />The applicant shall install non-reflective glass windows on the bottom floors of <br />all new buildings. <br /> <br />399 <br /> <br />LAND USES AND LAND USE PLANS <br /> <br />Significant Effect <br /> <br />The project would result in an intensification of the development allowed within the project site, <br />indirectly resulting in significant cumulative increases in traffic and air pollution, increases in the <br />demand for public services and utilities, and energy, and for affordable housing. <br /> <br />Finding <br /> <br />Finding h Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect identified in the final <br /> EIR. <br /> <br />Facts in Support of Findings <br /> <br />The significant effect has been substantially lessened to the extent fe.'Jsible by virtue of the design <br />considerations and the mitigation measures identified in the Final EIR and incorporated into the <br />project.
