4O0 TRAFFIC/CIRCULATION The project will generate additional traffic on roadways within the proposed project site (Lake Center Drive and Susan Street), and w/Il require additional driveways/access points to and from the onsite roadways and parking lots. Finding Finding 1: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect identified in the final EIR. Facts in Support of Finding The effect has been eliminated or substantially lessened to a level less than significant by virtue of project design considerations and the mitigation measures identified in the Final EIR and incorporated into the project. These measures are as follows: The project applicant shall install multiway (4-way) "stop" signage at the intersection of Lake Center and Susan Street. The project applicant shall post a faithful performance bond for the future installation of a traffic signal at Lake Canter and MacArthur Boulevard. This intersection shall be monitored as the project is constructed for satislhction of signal warrant requirements and the signal shall be installed as warranted. A stop sign shall be installed by the project applicant at all driveway locations to control outbound traffic flows. The City of Santa Ann Public Works Department shall review and approve placement of stop signs prior to issuance of buikling permits. Landscape plantings and signs shall be limited by the project applicaht to 36 inches in height within 25 feet of project driveways to ensure good visibility. The City of Santa Ama Planning Department shall review and approve landscape phms prior to issuance of grading permits. To ensure smooth traffic operations for vehicles entering and ex/ling thc site, a striped median shall be provided by the project applicant on Susan Street. Thc JB1/08850001.SOF 12
