Finding 3: Specific economic, social, or other considerations make infeasible the mitigation <br /> measures or project alternatives identified in the E1R. <br /> <br />409 <br /> <br />Facts in Support of Finding <br /> <br />The effect could be eliminated or substantially lessened to a level less than significant by virtue <br />of the funding mechanisms and traffic-reducing mitigation measures identified in the Final EIR <br />and incorporated into the project. However, as two of the intersections (1-405 at Harbor, and 1- <br />405 at Fairview) are within the jurisdiction of another agency (the City of Costa Mesa), the impact <br />cannot be mitigated to a level less than significant under the authority of the City of Santa Ans. <br />In addition, while the intersection of Fail'view Street and MacArthur Boulevard are within the <br />jurisdiction of the City of Santa Ann, it is not feasible to expand this intersection without <br />disrupting land uses adjacent to this intersection (limited right-of-way). The funding measures <br />and traffic-reducing mitigation measures are as follows: <br /> <br />The project applicant shall pay the City of Santa Ana transportation system <br />improvement fees which contribute funding towards needed areawide <br />transportation improvements. <br /> <br />The project applicant shall provide plans for and install a bus stop shelter at the <br />existing bus stop location at Susan Street/Sunflower Avenue in accordance with <br />Orange County Transit District standards. Said plans shall be reviewed and <br />approved by the City of Santa Ann and OCTD prior to issuance of building <br />permits. <br /> <br />The project applicant shall implement the proposed Transportation Demand <br />Management (TDM) Plan for the new development proposed within the Lake <br />Center specific development area. The TDM Plan shall be administered by an <br />onsite coordinator who shall be the responsibility of the property owner. <br /> <br />Lighting plans prepared by the project applicant shall be revised and approved <br />by the City of Santa Aha prior to building permit issuance to ensure that <br />pedestrian access routes to the bus stop at Sunflower and Susan are adequately <br />illuminated. <br /> <br />Although these measures will lessen the impact of increased traffic, the effects remain <br />cumulatively significant because they do not improve traffic flow to the desired level of service at <br />every affected intersection, and because the City of Costa Mesa has responsibility over the <br />improvements of intersections within its jurisdiction.
