412 <br /> <br />the project site shall adhere to the State Title 24 energy standards, which set - <br />forth energy conservation requirements. <br /> <br />Prior to issuance of building permits, the City of Santa Ana shall determine <br />through plan reviews that all appliances to be installed by the project applicant <br />within the project site shall be energy efficient in accordance with the California <br />Administrative Code, Title 20, Chapter 2, Subchapter 4, Article 4. <br /> <br />o <br /> <br />The project applicant shall consult with SCE concerning energy conservation <br />programs that could be incorporated into the project during construction. <br /> <br />The project applicant shall coordinate with representatives of the Southern <br />California Gas Company to identify other energy conservation measures that can <br />be incorporated into project design. <br /> <br />Although these measures lessen the impact to air quality, any additional employment in the region <br />contributes to the exceedance of air quality criteria. The cumulative significant impact on regional <br />air quality will occur with or without the proposed project, so none of the alternatives to the <br />project would reduce the impact. Mitigation measures necessary to reduce the cumulative impact <br />are regional in nature. The project's incremental contribution to an unavoidable, cumulative <br />impact on regional air quality is acceptable when balanced against the facts set forth above and <br />in the Statement of Overriding Considerations. <br /> <br />SOCIOECONOMICS <br /> <br />Si_enificant Effect <br /> <br />Development of the proposed project would result in additional employment beyond that assumed <br />in current growth forecasts. Indirectly the project would contribute to the imbalance of jobs to <br />housing in this part of Orange County, thereby further impacting air qmfiity in the region. <br /> <br />Findings <br /> <br />Finding 1: Changes or alterations have been required in, ur incorporated into, thc project which <br /> avoid or substantially lessen the significant environmental effect identified in thc final <br /> EIR. <br /> <br />Finding 2: Such changes or alterations are within the responsibility or jurisdiction of another public <br /> agency and not the agency making the finding.
