Finding 3: Specific economic, social, or other considerations make infeasible the mitigation <br /> measures or project alternatives identified in the EIR. <br /> <br />4].3 <br /> <br />Facts in Support of Findings <br /> <br />The significant effect has been substantially lessened to the extent feasible by virtue of the design <br />considerations by the project applicant and the traffic and air quality mitigation measures <br />identified in the Final EIR and incorporated into the project. These measures are identified in <br />the Traffic/Circulation and Air Quality sections of this Statement of Findings. <br /> <br />Although these measures will lessen the impact of the jobs to housing imbalance, the effect <br />remains cumulatively significant. This impact is acceptable when weighed against the facts set <br />forth in the Statement of Overriding Considerations. <br /> <br />VII. MITIGATION MEASURES FOR IMPACTS CONSIDERED LESS TIIAN <br /> SIGNIFICANT <br /> <br />This section includes mitigation measures for effects of the project which considered to be less <br />than significant, and, therefore, not required under CEQA. However, these measures will improve <br />the acceptability of the proposed project, and are acceptable under CEQA. Findings are not <br />required for these effects. <br /> <br />Effect <br /> <br />The need for additional police services will be achieved through the use of developer fees and tax <br />revenues generated by the project. The following measures will improve the safety of buildings <br />within the new development. <br /> <br />Mitigation Measures <br /> <br />Lighting of the project site shall comply with the Santa Ana Security Ordinance. <br />Lighting plans shall be reviewed and approved by the City of Santa Aha prior to <br />issuance of building permits. <br /> <br />Requirements for private security systems shall be determined by the City of <br />Santa Ana Building Department prior to issuance of occupancy permits, and shall <br />be installed by the project applicant accordingly. <br /> <br />JBI/08850001.SOF 25 <br /> <br /> <br />
