Effe¢~ <br /> <br />4:t5 <br /> <br />Onsite sewer lines will need to be upgraded to accommodate the additional development on the <br />project site. <br /> <br />Mitigation Measure <br /> <br />Prior to building permit issuance, onsite wastewater collection facilities needed <br />to serve the project shall be reviewed and approved by the City of Santa Ann <br />Public Works Department and shall be installed by the project applicant. <br /> <br />VIII. ALTERNATIVES TO THE APPROVED PROJECT <br /> <br />CEQA Guidelines Section 15126(b) requires a discussion of reasonable alternatives to the project <br />or to the location of the project. An EIR need not consider an alternative whose implementation <br />is remote and speculative. See, Residents Ad Hoe Stadium Committee v. Board of Trustees <br />(1979) 89 Cai. App. 3d 274. <br /> <br />NO PROJECT/NO DEVELOPMENT ALTERNATIVE <br /> <br />Finding 3: Specific economic, social, or other considerations make infeasible the mitigation <br /> measure or project alternatives identified in the EIR. <br /> <br />Facts in Snpport of Finding <br /> <br />This alternative would avoid the environmental effects associated with additional development <br />within the site. The impacts to the traffic, air quality, public services, utilities, water and energy <br />supplies, and the housing demand would be avoided. <br /> <br />However, allowing the vacant portion of the site to remain undeveloped would not meet thc goals <br />of the city's land use element and zoning which have designated thc project site for light industri~fl <br />uses.
