427 <br /> <br />2.2 <br /> <br />GENERAL PROCEDURES <br /> <br />Primarily through plan checks and field inspections, the Environmental Coordinator, or designated <br />assignee, will supervise the design and construction of the project and will be responsible for the <br />overall management of the MMP. Monitoring of the Transportation Demand Management <br />(TDM) plan will be ongoing during the life of the project and will be monitored by the <br />Engineering Services Manager, or designated assignee. Assignments of responsibility shall be <br />established prior to approval of this mitigation monitoring plan by the City Council. <br /> <br />The above-noted designated "monitors" shall oversee elements of the MMP and review compliance <br />through the use of compliance verification forms to be developed by the City. A sample of a <br />"Compliance Verification" form is provided in Attachment B. Designated monitors shall ensure <br />compliance verification forms are filled out correctly and proper action is being taken on each <br />measure. He/she will also be responsible for the filing and updating of the verification forms <br />during all phases of the project. During the design and construction phases, the designated <br />monitors from the Planning and Building Agency will determine the need for a measure to be <br />modified and ensure the use of a mitigation specialist if technical expertise beyond his/her's is <br />required. If it is found that an adopted mitigation measure is not being properly implemented, <br />the designated monitors shall require corrective actions to ensure adequate implementation. <br />During the operational phase, the designated monitor from the Transportation Department shall <br />determine if the project complies with measures required as part of the approved TDM plan, and <br />shall require corrective actions as identified in the approved TDM phm. <br /> <br />JB1/08850001 3 <br /> <br /> <br />
