395 <br /> <br />Wind and water erosion of soils in the project site would increase during the construction period. <br /> <br />Finding ' <br /> <br />Finding 1: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect identified in the final <br /> EIR. <br /> <br />Facts in Support of Finding <br /> <br />An erosion control program shall be prepared and implemented in accordance with the City of <br />Santa )a~a Grading Ordinance and shall incorporate measures to control erosion and <br />sedimentation effects. The significant effect has been eliminated or substantially lessened to a <br />level less than significant by virtue of project design considerations and the mitigation measures <br />identified in the Final EIR and incorporated into the project. These measures are as tk)llows: <br /> <br />A complete erosion study shall be prepared by the project applicant prior to the <br />start of any grading activities to minimize thc erosion potential created during <br />development, and grading operations shall be in conformance with all City of <br />Santa Ann ordinances pertaining to grading. <br /> <br />Possible water erosion during construction shall be mitigated by the iustallation <br />of temporary erosion control devices, as required by the State Regional Water <br />Quality Control Board. <br /> <br />Utilization of desiltation devices such as sandbags in areas that may discharge into <br />city streets shall be implemented prior to the commencement of grading activities. <br /> <br />The grading plan shall include a description of haul routes, access points to the <br />site, and a watering and sweeping program designed to minimize impacts of haul <br />operations. <br /> <br />I~DROLOGY <br /> <br />Significant Effect <br /> <br />Further development of the site will alter runoff volumes, absorption rates, and drainage patterns <br />of the site; runoff would increase due to increased area of impermeable surface. <br /> <br />J B 1/08850001.SO F 7 <br /> <br /> <br />
