081 <br /> <br />alternate routes and schedules, as needed to provide satisfactory and <br />timely service during the periods when Bristol Street traffic flow is <br />restricted by construction activities. <br /> <br />II. STATEMENT OF OVERRIDING CONSIDERATIONS <br /> <br />The FEIS/FEIR concludes that the proposed project would result in certain <br />significant and adverse environmental effects, which are unavoidable, even <br />after incorporation of all feasible mitigation measures. Specifically, the <br />proposed project would result in significant (short-term) adverse effects upon <br />households and businesses that are displaced to accommodate the required <br />right-of-way for the widened street and parkways. For such significant effects, <br />the City Council of the City of Santa Ana has balanced the benefits of the <br />proposed project against these unavoidable environmental impacts, in <br />determining whether or not to approve the project. In this regard, the City <br />Council of the City of Santa Ana finds that these unavoidable significant <br />effects upon local households and businesses are acceptable within the <br />meaning of Sections 15092 and 15093 of the California Environmental Quality <br />Act (CEQA) Guidelines, for the following reasons. <br /> <br />The completion of the proposed roadway and intersection improvements <br />would significantly improve the traffic carrying capacity, safety, and efficiency, <br />pedestrian circulation, and visual quality of the affected Bristol Street <br />corridor. These improvements will reduce the current and projected levels of <br />traffic congestion along this street, to acceptable levels. The reduction in <br />traffic congestion will reduce vehicle emissions of carbon monoxide and <br />hydrocarbons, a positive effect on local air quality. The roadway capacity <br />enhancement, along with the intersection improvements, bus turnouts, <br />drainage improvements, traffic signal synchronization, prohibition of on-street <br />parking and cul-de-sac of several intersecting local streets will significantly <br />improve the flow of traffic, reducing delays and the related negative effects <br />on personal productivity currently experienced by the impacted motorists. <br />The removal of numerous aged, deteriorated and unsightly buildings and <br />structures currently found along the roadway, will facilitate the planned <br />redevelopment of this Bristol Street corridor in a comprehensive, integrated <br />and productive manner, helping to stabilize and strengthen the economic base <br />in this part of Santa Aha. <br /> <br />All of these effects will positively benefit the entire community and outweigh <br />the significant short-term effects on displaced households and businesses. <br /> <br /> <br />
