139 <br /> <br />REL: 6/7/91 <br /> <br />RESOLUTION NO. 91-056 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA CERTIFYING A FINAL <br />ENVIRONMENTAL IMPACT REPORT FOR THE <br />BRISTOL CORRIDOR SPECIFIC PLAN PROJECT, <br />MAKING CERTAIN FINDING WITH REGARD TO <br />THE ENVIRONMENTAL EFFECTS OF THAT <br />PROJECT, AND ADOPTING A MITIGATION <br />MONITORING PROGRAM FOR THAT PROJECT. <br /> <br /> WHEREAS, an Environmental Impact Report was prepared for the <br />Bristol Corridor Redevelopment Project adopted by Ordinance No. NS- <br />2039 of the City of Santa Ana (the "Redevelopment Project EIR"); <br />the Redevelopment Project EIR was certified in accordance with <br />section 15090 of the State CEQA Guidelines by the Santa Ana <br />Redevelopment Commission by its Resolution No. 88-19; and this <br />Council certified that it had reviewed and considered the <br />Redevelopment Project EIR by its Resolution No. 89-110 on November <br />20, 1989; and <br /> <br /> WHEREAS, an Environmental Impact Report for the Bristol Street <br />Widening Project was certified in accordance with section 15090 of <br />the State EIR Guidelines by this Council by its Resolution No. 90- <br />113 on December 17, 1990 (the "Widening Project EIR"); and <br /> <br /> WHEREAS, this Council now proposes to approve the "Bristol <br />Street Corridor Specific Plan Project," which consists of the <br />adoption of General Plan Amendment 91-1, the adoption of the <br />Bristol Street Corridor Specifio Plan, and the change of zoning of <br />certain properties along Bristol Street to the SP (Specific Plan) <br />use district to allow for the implementation of the said specific <br />plan; and <br /> <br /> WHEREAS, in accordance with section 15153 of the State EIR <br />Guidelines, the Environmental Coordinator of the city of Santa Ana, <br />after conducting an initial study, has determined that the <br />environmental effects and circumstances of the Bristol Street <br />Corridor Specific Plan Project, in terms of the general <br />environmental setting, the significant environmental impacts, and <br />project alternatives and mitigation measures, are essentially the <br />same as those addressed in the Redevelopment Project EIR and the <br />Widening Project EIR; and <br /> <br /> WHEREAS, further in accordance with section 15153 of the State <br />EIR Guidelines, the Environmental Coordinator has provided public <br />review in accordance with section 15087 of the State EIR Guidelines <br />stating that the City of Santa Ana plans to use the Redevelopment <br />Project EIR and the Widening Project EIR together as the draft <br />environmental impact report for the Bristol Street Corridor <br />Specific Plan Project, and has prepared responses to comments <br /> <br /> <br />
