0S3 <br /> <br />Rationale <br /> <br />The illumination patterns and levels of intensity for street lighting fixtures are <br />provided by the manufacturers of these products. With this information, and <br />knowledge of the location and distances to nearby residential sites, light "cut- <br />off' shields can be designed and retrofitted onto the light fixture, which will <br />provide a solid barrier that will prevent the illumination from 'reaching the <br />nearby residential sites, thus preventing any possible nuisance glare from the <br />street lighting. <br /> <br />L. Aesthetics <br /> <br />Significant Effects <br /> <br />Acquisition of right-of-way and construction of the proposed street <br />improvements will result in a significant changes in the physical appearance <br />of the Bristol Street corridor, including numerous remainder parcels and an <br />increase in vacant sites. Existing landscaping along the street frontage and <br />along the banks of Santiago Creek will be removed. <br /> <br />Finding <br /> <br />The following measures have been incorporated into the project which, if <br />properly implemented, will avoid or substantially lessen the aesthetic effects <br />to a level of insignificance. <br /> <br />Consideration will be given to replacing existing overhead utility <br />facilities with underground facilities, to reduce visual clutter along the <br />improved roadway. <br /> <br />A consistent theme will be developed for landscaping and other <br />proposed improvements within the widened roadway. Consideration <br />will be given to the implementation of a xeriscape landscaping program <br />to reduce water demand and landscaping maintenance costs. <br /> <br />Prior to acquisition of right-of-way, the City of Santa Ana will evaluate <br />the desirability of alternative dispositions of all remaining portions of <br />full-take parcels. Where feasible within the development standards of <br />the Zoning Ordinance, and in accordance with the City of Santa Ana <br />policy, such areas will be: <br /> <br />assembled for redevelopment; <br />sold to adjoining land owners; or <br />landscaped, thus extending the public parkway by varying <br />depths. <br /> <br /> <br />
