,067 <br /> <br />EXHIBI~ "A" <br /> <br /> ENVIRONMENTAL F: INGS AND <br />STATEMENT OF OVERRIDING CONSIDERATIONS <br />FOR THE <br /> BRISTOL STREET WIDENING PROJECT <br /> <br />ENVIRONMENTAL FINDINGS <br /> <br />The Final Environmental Impact Report for the project identified the <br />following significant, or potentially significant, environmental effects of the <br />project, under the following general headings. With respect to each of the <br />significant or potentially significant effects, the findings required by Section <br />21081 of the California Environmental Quality Act (CEQA) and Section <br />15091 of the CEQA Guidelines, and the rationale for each of the findings, are <br />set forth below. <br /> <br />A. Air Quality <br /> <br />Significant Effects <br /> <br />Short-term increases in local emissions would occur during construction <br />of the proposed improvements, which could be considered a nuisance <br />by local residents, pedestrians, shoppers, etc., who are present during <br />construction operations. Such emissions would involve exhaust from <br />construction equipment, fugitive dust from grading activities and <br />vehicular exhaust from motor vehicles of the construction crew and the <br />vehicles used to transport the construction equipment. <br /> <br />Minor long-term increases in emissions of nitrogen dioxides would <br />occur because of improved traffic flow and higher operating speeds. <br /> <br />Findings <br /> <br />The following measures have been incorporated into the project, <br />which, if properly implemented, would avoid or substantially lessen the <br />air quality effects to a level of insignificance: <br /> <br />South Coast Air Quality Management District (SCAQMD) <br />Rule 403 will be adhered to, ensuring the cleanup of <br />construction related dirt on approach routes to the site. <br /> <br />Adequate watering techniques will be employed to partially <br />mitigate the impact of construction-generated dust particulates. <br /> <br /> <br />
