071 <br /> <br />Findings <br /> <br />The following measures have been incorporated into the project, <br />which, if properly implemented, would substantially lessen the housing <br />displacement effects to an acceptable, though significant, level. <br /> <br />All displaced residents will receive relocation assistance from <br />the City of Santa Ana, in accordance with the Department of <br />Transportation, Federal Highway Administration, Uniform <br />Relocation Assistance and Real Property Acquisition <br />Regulations for Federally Assisted Programs (49 CFR, Part 24), <br />March 1989 (a.k.a. the Uniform Act), and California <br />Department of Transportation guidelines. Assistance will be <br />provided by relocation agents with appropriate foreign-language <br />skills and will include information on the availability and prices <br />of homes for sale and for rent that are comparable, decent, safe <br />and sanitary. Relocation payments will also be available to <br />help eligible displaces, in the form of paying certain costs and <br />expenses involved in moving, purchasing, or renting replacement <br />dwellings. <br /> <br />Last resort housing benefits will also be provided to cover <br />situations where displaces cannot be relocated due to the lack <br />of available comparable replacement housing, or when their <br />anticipated replacement housing payments would exceed the <br />limits of the standard relocation payments program. <br /> <br />"Special need" displaced households will be identified in the <br />final relocation plan, along with any extraordinary relocation <br />assistance that will be provided. <br /> <br />Rationale <br /> <br />Although the short-term effects of being displaced will be significant <br />for most, if not all displaced households, the above-described <br />relocation benefits are intended to ensure that sufficient and <br />acceptable replacement housing is provided for all types of affected <br />households. The City of Santa Ana has a relocation policy to provide <br />relocation assistance and is also required to provide these benefits as <br />a condition of receiving federal funds for this project. The City cannot <br />complete the necessary right-of-way acquisition unless all displaced <br />households are adequately relocated. Sufficient replacement housing <br />is expected to be available within this general area, based on current <br />residential vacancy rates and an increasing supply of housing that will <br />result from projects currently planned or under construction in Santa <br />Aha and immediate surrounding areas.
