135 <br /> <br />Impact: <br /> <br />There is a possibility for the presence of agricultural-related <br />hazardous substances in the Soil; <br /> <br />Finding: <br /> <br />Changes or alterations have been required in, or incorporated <br />into the project, or are otherwise being implemented which will <br />mitigate this Impact to a level of insignificance, in that: <br /> <br />(l) <br /> <br />A site toxicity study shall be performed on the project site <br />Including an EPA priority pollutant scan. This study shall <br />address the possibility of unknown hazardous materials at <br />and Immediately below the surface of the site. The study <br />shall be completed prior to issuance of demolition or grading <br />permits. The recommendations of the study shall be <br />Incorporated Into the grading and design plans for the site. <br /> <br />PUBLIC SERVICES AND UTILITIES <br /> <br />A. Impact: <br /> <br />Construction of the project will increase demand for high-rise <br />fire protection services In Hutton Centre. <br /> <br />Finding: <br /> <br />Changes or alterations have been required in, or incorporated <br />into the project, or are otherwise being implemented which will <br />mitigate this impact to a level of insignificance, in that: <br /> <br />(1) <br /> <br />One additional on-site fire hydrant shall be constructed In a <br />location and to specifications approved by the City of Santa <br />Aha Fire Department and the Public Works Department. <br /> <br />(2) <br /> <br />The City of Santa Aha Fire Department shall review all <br />project plans prior to the issuance of building permits to <br />ensure compliance with and incorporation of all fire <br />regulation and fire prevention measures in building and <br />project design. <br /> <br />(3) <br /> <br />The project developer shall participate in the cost on a <br />fair share basls, In conjunction with other properties to be <br />located within the proposed special assessment district, to <br />provide for fire department personnel and equipment <br />necessary to service high-rise structures. <br /> <br />AIRPORT OPERATIONS <br /> <br />A.
