I43' <br /> <br />e <br /> <br />(l) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />Changes or alterations have been required in, or <br />Incorporated into the project, or are otherwise being <br />Implemented which will avoid or substantially lessen the <br />significant environmental effect as identified in the <br />Addendum to the Draft EIR, in that: <br /> <br />(a) <br /> <br />The revised project represents a substantial reduction <br />in building intensity which will generate less traffic <br />than the previously preferred project, thereby reducing <br />the magnitude of noise generation. <br /> <br />All significant environmental effects that can be feasibly <br />avoided have been eliminated or substantially lessened by <br />virtue of measures described above. <br /> <br />Specific economic, social, or other considerations make <br />infeasible mitigation measures not identified in the <br />Addendum, and the project alternatives as described in <br />Section V of this document, in that: <br /> <br />(a) <br /> <br />The proposed project Is consistent with the District <br />Center land use designation and existing zoning. It Is <br />also consistent with the character and intensity of <br />other development within Hutton Centre. As such, <br />the project represents a reasonable use of the project <br />site. <br /> <br />(b) <br /> <br />Due to economics and personal choice in the selection <br />of housing, substantial home to job commuting in the <br />region would result from any consistent and reasonable <br />use of the subject site. <br /> <br />Any remaining unavoidable adverse l~npacts are acceptable <br />when compared to, and balanced against the facts set forth <br />above and in the Statement of Overriding Considerations. <br /> <br />HOUSING <br /> <br />A.
