I43' e (l) (2) (3) (4) Changes or alterations have been required in, or Incorporated into the project, or are otherwise being Implemented which will avoid or substantially lessen the significant environmental effect as identified in the Addendum to the Draft EIR, in that: (a) The revised project represents a substantial reduction in building intensity which will generate less traffic than the previously preferred project, thereby reducing the magnitude of noise generation. All significant environmental effects that can be feasibly avoided have been eliminated or substantially lessened by virtue of measures described above. Specific economic, social, or other considerations make infeasible mitigation measures not identified in the Addendum, and the project alternatives as described in Section V of this document, in that: (a) The proposed project Is consistent with the District Center land use designation and existing zoning. It Is also consistent with the character and intensity of other development within Hutton Centre. As such, the project represents a reasonable use of the project site. (b) Due to economics and personal choice in the selection of housing, substantial home to job commuting in the region would result from any consistent and reasonable use of the subject site. Any remaining unavoidable adverse l~npacts are acceptable when compared to, and balanced against the facts set forth above and in the Statement of Overriding Considerations. HOUSING A. Impact: The proposed project, In conjunction with other on-going regional growth, will cumulatively contribute to tile demand for housing in all price ranges.
