144 <br /> <br />(3) <br /> <br />(4) <br /> <br />(a) <br /> <br />(b) <br /> <br />The revised project represents a suhstantlal reduction <br />in building intensity which will also reduce the level of <br />housing demand created in comparison to the previously <br />preferred project.. <br /> <br />The City of Santa Ana has recently approved an <br />updated Housing Element to the General Plan which <br />will, when implemented, further mitigate this <br />environmental impact. <br /> <br />All significant environmental effects that can be feasibly <br />avoided have been eliminated or lessened by measures <br />Identified above and Incorporated into the project. <br /> <br />Specific economic social or other considerations make <br />Infeasible mitigation measures not Identified in the <br />Addendum, and project alternatives as described in Section <br />V of this document, In that: <br /> <br />(a) <br /> <br />The proposed project Is consistent with the District <br />Center land use designation and existing zoning. It Is <br />also consistent with the character and intensity of <br />other development within Hutton Centre. As such the <br />project represents a reasonable use of the project site. <br /> <br />(b) <br /> <br />Due to economics and personal choice in the selection. <br />of housing, substantial home to job commuting In the <br />region would result from any consistent and reasonable <br />use of the subject site. <br /> <br />Any remaining unavoidable adverse Impacts are acceptable <br />when compared to, and balanced against the facts set forth <br />above and In the Statement of Overriding Considerations. <br /> <br />20 <br /> <br /> <br />
