Facts in Suppqft of the Finding <br /> <br />The Register currently has an extensive program in place to ensure the safe handling, <br />use, storage and disposal of potentially toxic and hazardous materials. The mitigation <br />measures listed below and incorporated in the proposed project would reduce the impacts <br />associated with hazardous and toxic materials to a level of insignificance: <br /> <br />The hazardous materials database and inventory system currently utilized by the <br />Register will be maintained and supplemented, as appropriate, to account for <br />existing and additional hazardous materials onsite. The existing system may be <br />replaced or upgraded so long as the safety related benefits of the system are <br />maintained or improved. For mitigation monitoring and reporting purposes, <br />evidence of such a system being in place and utilized will be provided in the <br />Register's Business Emergency Response Plan on file with the Santa Aha Fire <br />Department (SAFD). <br /> <br />The Register's existing Business Emergency Response Plan will be amended to <br />include the phasetl expansion of the facility, lhe amended Plan(s) will be submitted <br />within 60 days of the initial operation of each phase to the SAFD for review and <br />approval~ or on a schedule deemed appropriate by the Fire Department. <br /> <br />The Register will consult with appropriate local, state and federal regulatory <br />agencies to ensure the proper permitting of the expanded operation including <br />amendment of existing or new AQMD permits for the additional printing presses <br />and dust control system. Evidence of permit compliance such as copies of permits <br />and permit conditions shall be included in the Register's Business Emergency <br />Response Plan. <br /> <br />Personnel responsible for the use, storage and disposal of hazardous materials and <br />wastes at the Register will continue to be properly trained in safety and emergency <br />response procedures. Such training will be incorporated in the Register's existing <br />Hazard Communication Program, documentation of which will be maintained onsite <br />and available for review by the City of Santa Aha Planning Department for <br />mitigation monitoring purposes and other appropriate agencies such as the <br />Ck:cupational Safety and Health Administration. <br /> <br />The Register will continue to comply with state and federal hazardous materials <br />communication and notification programs including, but not limited to, <br />Proposition 65 and Superfund Amendment and Reauthorization Act (SARA) Title Ill. <br />Evidence of compliance will be forwarded to the Santa Aha Fire Department on an <br />annual basis. <br /> <br />The storage~ transport and disposal of hazardous waste will continue to occur in <br />compliance with local, state and federal regulations. The Register will, to the <br />extent feasible and practical, continue to utilize waste recyclers for the disposition <br />of waste ink, waste oil and waste solvents. Documentation of disposal practices <br />will be maintained onsite, in the form of or in addition to manifests, and will be <br />available for review by the Orange County Health Care Agency Environmental <br />Health Department for mitigation monitoring purposes and other appropriate <br />agencies. <br /> <br />7 <br /> <br /> <br />
