Findin~ <br /> <br />Finding h <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />Facts in Support of the FindinA <br /> <br />ACBMs are a potentially toxic building material that may be present in the apartments <br />and carports that are proposed to be removed as part o[ the Register expansion project. <br />The following mitigation measures would reduce this potential impact to a level of <br />insignificance: <br /> <br />Prior to demolition of the apartments, the presence of asbestos in the apartments <br />will be verified by a certified contractor. [f asbestos is found, all removal <br />activities will be conducted in compliance with AQMD Rule 1403: Asbestos <br />Emissions from Demolition and Renovation Activities. <br /> <br />An asbestos survey for the affected apartment complex will be conducted and <br />appropriate hazard abatement completed by a qualified/certified contractor prior <br />to demolition. Evidence of compliance will be submitted to the Santa Aha Building <br />Department prior to issuance of demolition permits, or as deemed appropriate by <br />the P, uiJding Department. Asbestos abatement activities will include notification of <br />the Orange County Health Department, the AQMD and other regulatory agencies as <br />appropriate. Any asbestos containing materials (ACBMs) will be disposed of in <br />landfills certified to accept these materials. <br /> <br />The short term construction related air quality impacts would be reduced to well below a <br />level of significance through the implementation of the following mitigation measures: <br /> <br />Concurrent with an application for a grading permit, the Register will provide <br />suppression measures for fugitive dust in accordance with AQMD Rules. These <br />measures shall be incorporated as conditions o[ any grading permit prior to issuance <br />of the permit. <br /> <br />2. AIl construction and demolition equipment shall be maintained ia tune per <br /> manufacturer's specifications. <br /> <br />Construction activities will be discontinued during first and second stage smog <br />alerts. <br /> <br />PUBLIC SAFETY, HAZARDOUS MATERIALS AND RISK OF UPSET <br /> <br />Sif~nif icant Effect <br /> <br />The proposed project will require the use and storage of a number of hazardous and toxic <br />materials associated with the printing and distribution of newspapers.
