VI. <br /> <br />SIGNIFICANT ENVIRONMENTAL EFFECTS WHICH CANNOT BE <br />AVOIDED IF THE PRO3ECT IS IMPLEMENTED <br /> <br />LAND USE <br /> <br />Significant Effect <br /> <br />The removal o[ 190 apartment units is a significant adverse impact of the proposed <br />Register project that cannot be mitigated to a level of insignificance. <br /> <br />Finding <br /> <br />Finding h <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />Fc?cts in Support of the Finding <br /> <br />Although not required by either local ordinance or state law, the Register has <br />incorporated a relocation program in the proposed project, to assist the tenants in the <br />apartments in locating alternate housing in conjunction with financial assistance. The <br />relocation program, as defined in the mitigation measures in the Final E[R, includes the <br />Iollowing specific measures. <br /> <br />1. Relocation ReIerral Assistance <br /> <br />The following counseling and housing referral services will be provided to the <br />apartment tenants: <br /> <br />Each household in the project area will be personally contacted by an assigned <br />Relocation Specialist. Case assignments will last for the duration of the <br />relocation process. At the time of the initial interview, ali the relocation <br />assistance benefits to be made available by the Register will be fully <br />explained. The assigned relocation staff will possess the necessary language <br />skills to assist and communicate with all tenants. <br /> <br />Printed information statements in English and Spanish will be distributed to <br />all households. Signed acknowledgments will be obtained to verify receipt of <br />this material by each household. <br /> <br />Appropriate replacement housing referrals will be made to displacees on a <br />timely basis. Field surveys will be conducted on an on-going basis in order to <br />identify available housing resources and maintain a current referral base. <br />Every effort will be made to lind housing umts Ior displaces which are in close <br />proximity to the places of employment, public transportation, public schools, <br />shopping areas and medical facilities currently used by the displacees. <br /> <br />If necessary, transportation will be provided to any displaced occupant to <br />inspect replacement sites within the local area. <br /> <br />Relocation staff will assist in the preparation of all required forms to claim <br />relocation financial aid and help, where possible, with the completion of <br />rental applications. <br /> <br />i81 <br /> <br />16 <br /> <br /> <br />
