ALTERNATE PROJECT PHASING ALTERNATIVE <br /> <br />Finding <br /> <br />Finding 3; <br /> <br />Specific economic, social or other considerations make infeasible the <br />mitigation measures or project alternatives identified in the EIR. <br /> <br />Facts in Support of the Finding <br /> <br />This alternative would result in some of the same environmental impacts as the proposed <br />project, but generally to a lesser degree. The impact categories that would result in less <br />impacts include: water quality; land use; short and long term air quality emissions; noise; <br />population, employment and housing; public safety, hazardous materials and risk of upset; <br />and traffic and circulation. This alternative would require the acquisition of 178 <br />apartment units and the displacement of approximately 700 tenants. There would be no <br />significant impact between the alternate project phasing alternative and the proposed <br />project in the followi.ng impact categories: geology and soils; aesthetics; and public <br />services and utilities. <br /> <br />In general the reduced size alternative would result in reductions in some of the impact <br />areas relative to the proposed project. However, the Phase I only project alternative <br />would not meet the goals and objectives of the proposed project. Because this <br />alternative would not provide the needed production and distribution capacity, the <br />Register would be required to develop another production and distribution facility in the <br />future, lhe need for a second facility to provide for the needed capacity would result in <br />additional environmental impacts at some other location m southern California. The <br />additional environmental impacts, combined with the negative economies of scale of this <br />alternative, would result in a significant economic impact on the Register. <br /> <br />In addition, the expected benefits of the proposed project in the City of Santa Ana would <br />occur to a substantially lesser degree under the Alternate Project Phasing Alternative. <br />In particular, for this alternative, there would be only 120 jobs generated instead of over <br />500 jobs; smaller increases in property tax revenues; fewer transportation infrastructure <br />improvements and only minor benefits to the single family residential areas located to <br />the east of the Register property. <br /> <br />The reduced size of the production facilities under this alternative would not allow the <br />Register to satisfy future demand for newspapers, based on forecasted population growth <br />in Orange County. <br /> <br />23 <br /> <br /> <br />
