Generation of regional air pollutant emissions that would contribute incrementally to <br />the production of ozone in the South Coast Air Basin. <br /> <br />Short term construction noise reaching levels up to 9t dba for short periods. <br /> <br />The City of Santa Ana has determined that the unavoidable adverse impacts of the <br />proposed project are acceptable when balanced against the benefits of the project. The <br />following benefits are found to outweigh and make acceptable the unavoidable adverse <br />impacts of the proposed project as described in the Findings and Statements of Facts and <br />the Final EIR: <br /> <br />Although no relocation program is required by any local, state or federal legislation <br />or ordinance, the Register has committed to provide an extensive Relocation <br />Program that will substantially mitigate the removal of 190 apartment units. The <br />Program will provide all tenants with the following relocation benefits: <br /> <br />Referral assistance including personalized counseling and housing referral <br />services, provided by Relocation Specialists with the necessary language skills <br />to assist and ~ommunicate with all tenants. <br /> <br />Printed, bilingual information statements describing all the available relocation <br />assistance and benefits. <br /> <br />Transportation to view replacement housing. <br /> <br />Special assistance and referrals to governmental and social service agencies for <br />tenants with special needs. <br /> <br />Financial assistance representing payment for moving expenses, a rent <br />differential and a bonus differential allowance. Specific examples of how the <br />financial assistance would be calculated, based the number of bedrooms in the <br />apartment and the number of individuals in each unit are provided in the Final <br />EIR. <br /> <br />This Relocation Program provides substantial benefits to the apartment tenants <br />which would not necessarily be offered if the site were acquired for any other <br />private project. Therefore, although the loss of the apartment units cannot be fully <br />mitigated, the Relocation Program does provide the tenants with substantial <br />benefits they likely would not receive under any other private project. <br /> <br />The proposed project would directly generate temporary employment opportunities <br />in construction and approximately 351 new permanent jobs in newspaper production <br />and distribution. These jobs will include a range of skilled jobs including press <br />operators, as well as a substantial number of semi- or unskilled jobs including truck <br />drivers and mailroom newspaper handlers. The employees in these temporary and <br />permanent jobs will create secondary economic benefits to the City and other area <br />businesses. <br /> <br />Although the project will not result in net peak hour traffic impacts on area <br />streets, a number of circulation improvements will be provided that will benefit <br />area residents and businesses and the City of Santa Aha. <br /> <br />The project will contribute to a number of long term and area wide improvements <br />through the payment of fees. These programs include the Drainage Assessment <br />Area, Fire Department Area Fee, School Impact Fees, Foothill/Eastern Road Fee <br />Program and Transportation System Improvement Area C-l, all of which will <br />generally act to benefit the surrounding area, the City of Santa Aha and the region. <br /> <br /> <br />
