ORANGE COUNTY REGISTER PRODUCTION FACILITY EXPANSION <br /> MITIGATION MONITORING PROGRAM <br /> <br />INTRODUCTION <br /> <br />On 3anuary 1, 1989, California State Assembly I~ill (AB) 3180 became effective. AB 3180 <br />requires state and local agencies to adopt programs for the monitoring and reporting of <br />the implementation of mitigation measures addressing the significant environmental <br />impacts of projects the agencies approve subject to the California Environmental Quality <br />Act (CEQA). Consistent with AB 3180, a Mitigation Monitoring and Reporting Program <br />has been developed for use by the City of Santa Aha and the Register for the Register <br />Production Facility Expansion Project. <br /> <br />BACKGROUND OF THE PRO~ECT <br /> <br />The Register is the producer and distributor ot the largest Orange county based general <br />circulation newspaper, with morning circulation of approximately 300~000 copies and <br />afternoon]evening circcllation of approximately 90,000 copies. The Register has been in <br />publication in Orange County since November 19~. The existing production facility has <br />been in operation since November 19.%% and was later expanded~ and the existing office <br />building was occupied in August 1986. <br /> <br />As a result of projected increases in circulation over the next 20 years, expected <br />population increases and overall increases in demand for the newspaper in Orange <br />County, the Register is proposing to expand its production facility capabilities to ensure <br />it can print and distribute sufficient copies of the daily paper to satisfy demand. <br /> <br />The environmental process and findings for the proposed project are documented in the <br />following technical reports: <br /> <br />Draft Orange County Register Production Facility Expansion Environmental Impact <br />Report and Technical Appendices (P&I3 Technologies, October 1990) <br /> <br />Response to Comments Received on the Draft Orange County Register Production <br />Facility Environmental Impact Report (P&D Technologies, December 1990). <br /> <br />These reports are on file at the City of Santa Ana. <br /> <br />The production facility expansion is described in detail in Chapter 2.0 of the <br />Environmental Impact Report (EIR). <br /> <br />DEVELOPMENT C~ THE MITIGATION MONITORING PROGRAM <br /> <br />The basis of the Mitigation Monitoring Program is the mitigation measures identified by <br />impact category in Chapter q.0 of the project EIR and the refinements to those measures <br />and the addition of new measures as documented in the Response to Comments Report. <br />The development of the program was based on the following procedures~ <br /> <br />Identification of the specific mitigation measures proposed for the project from <br />Chapter ~.0 of the project EIR and refinements to those measures and the addition <br />of new measures in the Response to Comments report. <br /> <br />Identification of the key dates and events in the project implementation schedule. <br /> <br /> <br />
