Identification ol the key personnel and agencies responsible for environmental <br />monitoring. <br /> <br />Monitoring o[ the implementation o! the mitigation measures and documentation <br />that the measures have been properly and thoroughly implemented. <br /> <br />Development o[ the written documentation on the implementation of all the <br />mitigation measures, identification of any areas oI non-compliance, and proposed <br />activities to bring the project into compliance with the mitigation monitoring <br />program. <br /> <br />AUTHORITY TO REQUIRE AND ENFORCE AB 3180 <br /> <br />The City of Santa Aha has the authority to require and enforce the provisions of AB <br />consistent with its existing police powers. As Lead Agency for the environmental <br />documentation for the project, the City is also the agency responsible for approving the <br />Mitigation Monitoring Program and Ior accepting the written report documenting the <br />completion of the irhplementation of the mitigation measures. The Environmental <br />Planning Department of the City would be responsible for coordinating the Mitigation <br />Monitoring Program within the City and for coordinating with the appropriate City <br />departments. <br /> <br />MITIGATION MONITORING PROGR~ FOR THE REGISTER PRODUCTION FACILITY <br />EXPANSION PRO3ECT <br /> <br />Table 1, at the end of this report, summarizes the mitigation measures for the project, <br />the appropriate schedule for implementation of each measure and the City department or <br />other parties responsible for reviewing the implementation of each measure and the <br />approval that each measure has been correctly implemented. <br /> <br />The proposed procedures for implementing the Mitigation Monitoring and Reporting <br />Program are: <br /> <br />MonitorinR Procedures <br /> <br />An Environmental Coordinator, appointed by the Register, will be responsible for <br />reviewing the project plans, demolition plans and activities, construction sites <br />and/or operations to ensure that the mitigation measures are properly and <br />thoroughly implemented during the implementation of the project. <br /> <br />e <br /> <br />Written documentation that each mitigation measure in Table I is implemented. <br />This documentation can be on a City of Santa Aha mitigation monitoring checklist <br />or any similar form that clearly indicates the schedule for implementation, whether <br />the measure has been implemented, or in the case of measures that are on-going, <br />that a process has been developed to ensure continued implementation of the <br />measure. For example, the mitigation measures related to the demolition of the <br />apartments are short term and would be implemented and in place up until the <br />construction on the production facility begins. On the other hand, the use of <br />drought resistant landscaping would be ongoing and would require a commitment on <br />the part of the Register to maintain the landscaping after it is installed and to <br />replace dead or damaged plant materials with similar drought resistant plant <br />materials. <br /> <br /> <br />
