ALTERNATE PRO3ECT SITE ALTERNATIVE <br /> <br />Under this alternative, a production facility approximately equal in size to the facility <br />proposed under the project alternative would be developed at an alternate site. The <br />Register evaluated the feasibility of a site in the Rancho Santa Margarita (RSM) Planned <br />Community in south Orange County which represents this alternative. The Register <br />considered several sites in the RSM Business Park, the area in this planned community <br />intended for office and industrial uses. <br /> <br />ALTERNATE PROJECT PHASING ALTERNATIVE <br /> <br />Under this alternative, the project would consist of implementation of only the <br />production facility expansion identified in Phase I for the project alternative, and the <br />accompanying modifications and expansion of the Register site necessary to <br />accommodate this expansion. <br /> <br />IV. FINDINGS OF FACT <br /> <br />The City of Santa Aha (~ity Council has reviewed the final EIR for the proposed Register <br />production facility expansion project and has considered the public record on the <br />project. The public record for the project is composed of the following elements: <br /> <br />City of Santa Ana Planning Commission public hearings held on November 13, 1990 <br />and December 11 1990. <br /> <br />Draft Orange County Register Production Facility Expansion Environmental Impact <br />Report and Technical Appendices (P&D Technologies, October 1990) <br /> <br />Response to Comments Received on the Draft Orange County Register Production <br />Facility Expansion Environmental Impact Report (P&D Technologies, November <br />1990) <br /> <br />Record of the City of Santa Ana City Council public hearing held <br /> <br />, 1991 <br /> <br />There are three possible findings under CEQA with respect to the significant effects of a <br />project: <br /> <br />Finding h <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the Final E[R. <br /> <br />Findin~ 2: <br /> <br />Such changes or alterations are within the responsibility or jurisdiction of <br />another public agency and not the agency making the finding. Such <br />changes have been adopted by such other agency or can and should be <br />adopted by such other agency. <br /> <br />Finding 3: <br /> <br />Specific economic, social or other considerations make infeasible the <br />mitigation measures or project alternatives identified in the <br /> <br />After reviewing the Final EIR and the public record on the project, the City of Santa Ana <br />hereby makes the findings in Sections V, VI and VII, regarding the significant effects of <br />the proposed Register expansion project, pursuant to Section 13091 of the State CEQA <br />Guidelines. <br /> <br />3 <br /> <br /> <br />
