354 <br /> <br />!Continued hearing <br />iAdopt O~dinance <br />Establish drainage <br />fees <br /> <br />was introduced, considered and placed on f~le for second reading. <br /> <br />This being the date set for the continued hearing on the adoption of an Ordinance <br />establishing drainage fees, on motion of Councilman Heinly, seconded by Hubbard and <br />carried, the Affidavit of Publication was received and filed, and the hearing con- <br /> <br />Hearing <br />Vacate Alley <br />east of Main St. <br />south of Central <br />Avenue <br /> <br />Hearing <br />Grade Separation <br />East First St. at <br />A.T. & S.F. Ry. <br />Tracks <br /> <br />tinued until the meeting of January 15, 1962. <br /> <br />This being the date set for hearing to vacate a twenty-foot alley 150 feet east of <br />Main Street beginning 170 feet south of Central Avenue; on motion of Councilman <br />Hubbard, seconded by Heinly and carried, the Affidavit of Publication was rmceived, <br />filed, and the hearing closed; action was continued until the next meeting on the <br /> <br />adoption of the Resolution ordering the vacation. <br /> <br />This being the date set for hearing on the proposed constr~ction of the grade <br />separation on East First Street at the A.T. & S.F. Railway tracks; Ken Drimlow, <br /> <br />516 Orangewood Avenue, Anaheim, prospective owner of property at Hathaway and First <br />Streets, objected to the underground crossing as it would be detrimental to his <br /> <br />particular type of business; Kenneth Gabriel, representing Diamond Ice Co., ll06 <br /> <br />East First Street, and several other businesses in the area, protested the pro- <br /> <br />posed grade separation as no definite need has been shown at this time, and since <br /> <br />this matter has been brought to the public's attention the owners of business <br />buildings have been unable to lease said buildings as they are unaSle to advise <br /> <br />prospective tenents whether or not they will have access to First Street; Robert L. <br /> <br />Stevens, 13321 Country Lane, Tustin, owner of property at the northeast corner of <br /> <br />First and Hathaway Streets, stated the Garden Grove Freeway is soon to be construct~ <br />which will eliminate considerable traffic on First Street, Fourth Street is started <br />at Irvine Boulevard into Santa Aha which is not completed and also Edinger Street <br />is not completed and before an underpass is constructed a survey should be made to <br /> <br />determine the volume of traffic these thoroughfares would take of and how <br /> <br />much traffic would be eliminated on First Street. The Mayor declared the hearing <br />closed. On motion of Councilman Brewer, seconded by Hubbard and carried, the <br />Affidavit of Publication was received and filed. The Director of Public Works orall~i <br /> <br />reported as to the volume of traffic on East First Street, the approximate time of <br /> <br />the completion of the Newport Freeway to divert traffic from First Street, and that <br /> <br />action should be taken on the application for the grade separation at this time. It <br /> <br />was moved by Councilman Brewer that no further action be taken in regard to the pre- <br /> <br />posed construction of the grade separation on East First Street at the A.T. & S.F. <br />Railway tracks. Motion lost for lack of a second. On motion of Councilman Heinly, <br />seconded by Hubbard and carried, the oral report of the Director of Public Works <br /> <br />Appeal Appl. No. 50 <br />Edwin R. Wellington IV <br />Variance Appl. No. 1568 <br />Resol. No. 61-2~3 <br />Granting Variance <br /> <br />was accepted, and the Department of Public Works instructed to proceed with the <br /> <br />application for the grade separation. <br />. <br /> <br />Appeal Application No. 50 of Edwin R. Wellington IV, was presented on Variance <br />Application No.1568, to build a new retail market building in the R-1 District, at <br />llgO South Sullivan Street, wherein the Applicant appeals the denial of the Zoning <br />Admininstrator. Communication was presented from Curtiss O. Woodall, 242~ West <br />McFadden Avenue, protesting granting of the Variance, and requesting a six-foot <br />block fence along the east property line as one of the conditions, if granted. On <br />motion of Councilman Heinly, seconded by Hubbard and carried, the communication was <br />received and filed. <br /> <br /> <br />
