<br />T.D. MacBird, Architect, 1601 East Washington Avenue, representing the Applicant, stated
<br />the existing building is a fire hazard; that the proposed building would be fire resistan~
<br />and of modern construction; there would be adequate offstreet parking; that the six-foot
<br />block wall that Mr. Woodall requested is part of their proposal; and the proposed market
<br />would be an asset to the neighborhood. Mr. MacBird presented a petition, signed by
<br />approximately 31 adjacent property owners in favor of the proposed new market. On motion
<br />of Councilman Hubbard, seconded by Heinly and carried, the petition was received and
<br />filed. The Council having unanimously waived the reading of the Resolution, on motion of
<br />Councilman Brewer, seconded by Heinly and carried, the following Resolution entitled:

<br />Appeal Application No. 51 of the City Council was presented on Variance Application No.
<br />
<br />1564, filed by William Wenke and Harry Tancredi, to allow a "reading institute" in the
<br />
<br />professional district, at 2006 North Broadway, wherein at the meeting of December ~, 196~
<br />
<br />the City Council determined to appeal the denial of the Zoning Administrator. William
<br />
<br />Wenke, 2727 Olive Lane, stated this was not the "Commercial" type of school in that they
<br />
<br />issued no Certificates, Diplomas, or the like, but gave professional help to people who
<br />
<br />had difficulty with reading or reading comprehension. H.H. Reisman, 1608 Spurgeo~ Street,
<br />
<br />owner of property at 2020 North Broadway, objected to the congested parking problem that
<br />would be added to by daytime students, and questioned how many students would be attending!
<br />the daytime classeS. Mr. Reisman stated he had no objection after his question was
<br />
<br />satisfactorily answered by Mr. Hansen from the audience. It was moved by Councilman
<br />Heinly, seconded by Hubbard and carried, the Appeal Application be continued and in thel
<br />meantime the Planning Director and his staff be directed to present the problem to the !1~
<br />Planning Commission to make a determination based upon the Ordinances of the City; that
<br />
<br />said determination be furnished this Council at the earliest practical date to be a part
<br />
<br />of this Appeal to be determined at that time, with instructions to the Manager that
<br />
<br />every thing is Status Quo until that hearing date.

<br />Appeal Application No. 52 of Alvin Stauffer and Max Norman, was presented on Conditional
<br />
<br />Use Permit No. 80, filed by Neal D. Minter, to establish a 58-unit trailer park in the
<br />
<br />C-1 District, on property located north of the northwest corner of Bristol Street and
<br />
<br />Memory Lane, wherein the Appellant appeals the approval of the Planning Commission. Max
<br />
<br />Norman, 2526 North Baker Street, stated the basis for the Appeal is that a trailer court
<br />
<br />would not be compatible with the district and also the understanding that there is going
<br />
<br />to be an application for a second trailer park. Alvin Stauffer, 1232 Park Lane, stated
<br />
<br />the homes in this area are valued between $25,000.00 and $75,000.00, that a trailer park
<br />
<br />would change the character of the present highly desirable neighborhood, would tend to
<br />
<br />lower present property values, and the Planning Department recommended denial. Louis
<br />
<br />Clemmons, 1026 River Lane, stated it is becoming more difficult to find desirable
<br />
<br />residential districts in the City, that this area should remain a high class residential
<br />
<br />area and requested the Council to uphold the Appeal and deny the permit. Neal Minter,
<br />
<br />14052 Memory Lane, stated he has lived on this property for 53 years, and further stated
<br />
<br />
