Council Chamber <br />Santa Ana City Hall <br />March 19, 1999 <br /> <br />7:30 P.M. <br /> <br />City Council met in regular session. <br />Meeting called to order by the Vice-Mayor. <br /> <br />Present: Councilmen <br />Absent: Councilmen <br /> <br />Henry H. Schlueter, Dale H. Heinly, <br />Bob Brewer, Royal E. Hubbard <br />A. A. Hall <br /> <br />The Pledge of Allegiance was given. <br /> <br />Invocation was given by Chaplain Paul Travis, U.S. Naval Reserve, First Baptist Church. <br /> <br />Each member of the City Council having received copies of the Minutes of March 5, 1962, <br />reading of the Minutes was dispensed with and approved as mailed, on motion of Council- <br />man Brewer, seconded by Schlueter and carried. <br /> <br />Postpone Award <br />Power Street Sweeper <br />Spec. 624-8 <br /> <br />Hearing <br />"Fairhaven and <br />Cambridge South- <br />east Annex" <br /> <br />On motion of Councilman Heinly, seconded by Brewer and carried, the matter of the <br />bid for the furnishing and delivering of one Power Street Sweeper, Specification <br />624-8, was referred to the Manager for report. <br /> <br />This being the date set for hearing on the annexation of property consisting of <br />appreximately 149 acres located between Fairhaven Street and Santa Clara Avenue, <br />east of Wright Street, the Vice-Mayor asked the Clerk if any written protests had <br /> <br />been received and she presented letter of protest signed by Minnie Rohrs Meier, and <br /> <br />orally reported it has been determined that the total value of the land and improve- <br /> <br />ments as shown on the last assessment roll was $200,000.00, and the value of the <br /> <br />land and improvements in protest is $22,900.00, which amounts to 11.45% of the total <br /> <br />Reso. No. 62-61 <br />Declare not a <br />majority protest <br />"Fairhaven and <br />Cambridge South- <br />east Annex" <br /> <br />of the assessed value. On motion of Councilman Heinly, seconded by Brewer and car- <br />ried, the letter of protest was received and filed. Hearing ~closed. <br /> <br />The Council having unanimously waived the reading of the Resolution, on motion of <br /> <br />Counc~lm~ Heinly, seconded by Brewer and carried, the following Resolution en- <br /> <br />t it led: <br /> <br /> "Resolution No. 62-61 declaring that a majority protest has not <br /> been made at the hearing on protests against the annexation of <br /> territory under the name of 'Fairhaven and Cambridge Southeast <br /> Annex ~" <br /> <br />was considered and passed by the following vote: <br /> <br />Ordinance <br />"Fairhaven and <br />Cambridge South- <br />east Annex" <br /> <br />Ayes, Councilmen Henry H. Schlueter, Dale H. Heinly, <br /> Bob Brewer, Royal E. Hubbard <br />Noes, Councilmen None <br />Absent, Councilmen A.A. Hall <br /> <br />The Council having unanimously waived the reading of the Ordinance, on motion of <br /> <br />Councilz~n Heinly, seconded by Brewer and carried, the following Ordinance en- <br /> <br />titled: <br /> <br />"Ordinance declaring the annexation of territory designated <br />'Fairhaven and Cambridge Southeast Annex'" <br /> <br />Appeal Appl. No. 56 <br />Variance Appl. 1603 <br />Alvin Sperling <br /> <br />was introduced, considered and placed on file for second reading. <br /> <br />Appeal Application No. 56 was presented on Variance Application No. 16OB, filed by <br />Alvin Sperling, to establish a lawn mower sales and service in the R-2 District at <br />1705 Greenville Street, wherein the applicant appeals the denial of the Zoning Ad- <br /> <br />ministrator. Edward Cronin, 1971 Burnt Mill Road, Tustin, stated there are 20 <br /> <br />signatures on the petition presented to the Planning C~ission favoring the Vari- <br /> <br />ance Application and <br /> <br />there are several property owners in the audience favor- <br /> <br />ing the granting of the Variance. Approximately six persons stood in favor. Mr. <br /> <br />Cronin further stated the property owner has had this property rented and each <br /> <br />and every person has moved due to the noise from the parking lot and school, the <br /> <br />neighbors do not object .to a lawn mower sales and service as this is a quiet, <br /> <br />neighborhood type of business, and there is a trend toward business in the area. <br /> <br /> <br />
