568 <br /> <br />into a draft EIR representing the views of the City of Santa Ana <br />within 45 days following submission of such data and information by <br />the applicant. <br /> <br /> (2) Where the draft EIR is prepared with the majority of the <br />work being done by the staff of the city of Santa Ana, or by a con- <br />sultant under contract with the City, the draft EIR shall be pre- <br />pared within a period of 30 to 270 days following completion of the <br />initial study, depending on the complexity of the environmental <br />impacts involved. <br /> <br />D. Public Review. <br /> <br /> (1) The period for public inspection and comment on negative <br />declarations shall be 21 days, if the negative declaration need not <br />be sent to the State Clearinghouse, or 30 days, if the negative <br />declaration must be sent to the State Clearinghouse, beginning with <br />the date following publication of the notice of preparation of the <br />negative declaration. <br /> <br /> (2) The period of public review of draft EIRs shall be one of <br />the following periods, beginning with the date following publi- <br />cation of the notice of preparation of the draft EIR: <br /> <br /> (1) 30 days if the project is one for which no State <br />agency is a responsible agency. <br /> <br /> (2) 45 days if the project is one for which a State <br />agency is a responsible agency. <br /> <br />40 <br /> <br /> <br />
