534 <br /> <br /> PART 3 <br /> <br />PRELIMINARY ANALYSIS <br /> <br />31. Referral to Environmental Coordinator <br /> <br /> Any activity, public or private, to be undertaken, assisted, <br />or approved by the City of Santa Ana shall be referred to the <br />Environmental Coordinator for preliminary analysis pursuant to <br />this Part by the officer of the City having initial responsibility <br />over such activity unless it is clear that such activity could not <br />possibly have any significant effect on the environment. <br /> <br />32. Determination of whether project is subject to CEQA. <br /> <br />for <br /> <br />When an activity is referred to the Environmental Coordinator <br />preliminary analysis, the Environmental Coordinator shall <br /> <br />determine whether the project is subject to CEQA. This <br />determination shall consist of the following subordinate <br />determinations: <br /> <br />Whether there is any possibility that <br />significant effect on the environment; <br />Whether the activity constitutes a "project" <br /> <br /> (1) <br /> <br />have any <br /> <br /> (2) <br /> <br />the activity may <br /> <br />meaning of CEQA and the State CEQA Guidelines; <br /> <br /> (3) Whether the project is exempt as ministerial, <br />or disaster repair; <br /> <br /> (4) Whether the project <br /> <br />within the <br /> <br />emergency, <br /> <br />is categorically exempt pursuant to <br /> <br />6 <br /> <br /> <br />
