It was moved by Councilman B~ewer~ seconded by Hubbard and <br />carried~ that Amendment Application No. 384~ filed by Hygiene Products Co.~ Inc.~ <br />be denied without prejudice, and recommended that the applicant file for a Varianc <br />for the property, without payment of additional fees. <br /> <br />This being the date set for hearing on Amendment Application No. 385, filed by <br />Adelaide D. Daniell, amending Sectional District Map 7-5-9, to reclassify from the <br />R-1 and R-2 Districts to the C-5 and R-lB Districts, property on the south side of <br />17th Street approximately 520 feet west of Grand Avenue~ all as shown on EEhibit <br />A.A. ~85A; no protests were received and the hearing closed. The Council having <br />unanimously waived the reading of the Ordinance~ on motion of CouncJlm-B Hubbard, <br />seconded by Schlueter and carried, the following Ordinance entitled: <br /> <br /> "Ordf~ce amending Article IX of the Santa A~ Municipal Code <br /> to change district classifications on Amendment Application No. <br /> 385 and amending Sectional District Map 7-5-9 (Exhibit AA 385A)" <br /> <br />filed by Adelaide D. Daniell~ reclassifying property from the R-1 and R-2 District <br />to the C-5 and R-lB Districts~ property on the south side of 17th Street approxi- <br />mately 520 feet west of Graud Avenue, wes introduced, considered and placed on <br />file for second reading. <br /> <br />This being the date set for hearing on Amendment Application No. B86~ filed by La <br />Verne Van Wyk Jacobs, amending Sectional District Map 17-5-9, to reclassify from <br />the County A-1 District to the City R-4 District, property at the southeast corner <br />of Lyon and Chestnut (Main Street in Tustin) Streets, measuring approximately 400 <br />feet of Chestnut Street frontage and approximately 860 feet of Lyon Street fronta@ <br />all as sho~a on Exhibit A.A. 386A; Walter Steiner,. BO9 First Western Bank Building <br />representing approxfmately 18 property owners adjacent to and surrounding the prop <br />erty in question, presented and read a petition, signed by approximately 18 persons <br />who were in the audience, and are owners of approximately 79 acres su~reunding the <br />subject property. On motion of Councll~m~u Brewer, seconded by Hubbard and carried <br />the petition was received and filed. Mr. Steiner stated the property owners ~ <br />ly object to the granting of the ~mendment Application as they consider the prop- <br />erty involved to be entirely unsuited to a garden type multiple residential.develop- <br />ment by reason of the c~mmercial and industrial uses of nearby property, the pro- <br />posed develolmaent would substantially lower the property values, would reduce prop <br />erty tax revenue~ and may create a blighted area if the venture is unsuccessful; <br />it would set a precedent for apartments in the area, which is predomtnately indus- <br />trial; and the proposed cond~tnium type of development is still in the ex~i~en- <br />tal stage. Vi~ee~t Ross, 811 North Broadway, representing the applicant, stated th <br />area is not pred~nately industrial as there are C-l, R-1 and R-B types of devel- <br />opment, and there is considerable vacant acreage, in the area; the cond~f~ium typ <br />of development is beim~ used in other cities sa~d is of the type the Zoning Ordi~aB <br />encourages; there is currently an abundance of vacant industrial developments; the <br />R-4 zoning would protect the property values, be an improvement to the area, and <br />the revenue would be higher them for industrial zoning. Hearing closed. The <br />Council having unanimously waived the reading of the Ordinance, on motion of Coun- <br />c~l,mn Nubbard~ seconded by Schlueter and carried~ the following Ordinance entitle <br /> <br /> "Ordinance amending Article IX of the Santa Ana Municipal code to <br /> prezone and establish district classification on Amendment Appli- <br /> cation No. 386 and amending Sectional District Map 17-5-9 (Exhibit <br /> ~ 386A)" <br /> <br /> <br />
