On motion of Councilman Hubbard, secon~- <br />ed by Brewer and carried, the petition was received and filed, the report of the <br />Director of Public Works accepted, and the Department of Public Works instructed to <br />prepare plans and specifications to provide for the improvements in accordance with! <br />the petition. <br />Communication was presented from Joseph G. Tirico and M~urice M. Rice requesting <br />the abandonment of an alley, approximately 1~2.5 feet in length by 14.75 feet wide, <br />running east and west from the easterly side of North Main Street to an intersec- <br />tion with a north-south alley and Bush Street, as the alley has not been used as <br />such for several years. On motion of Councilman Hubbard, seconded by Schlueter and <br />carried, the matter was referred to the M~nager for investigatio~ and recommmendatio~. <br />C~=-,.mication was presented from Allan D. Hansen, Pastor~ St. 01af Lutheran Church~ <br />Garden Grove, on behalf of Paul Belrose, a cerebral palsy victim~ who desires to <br />peddle in the City during the balance of May and the month of June, requesting con? <br />sideration concerning the $5.00 per day license fee as it decreases his earnings <br />considerably. On motion of Council-~u Hubbard, seconded by Brewer and carried, <br />the request forwmiYe~.of license fee was denied. <br />Comm~nications were presented from Mrs. C. D. Mitchell, 2517 West Pomona Street, <br />Mrs. Allen W. Garrett~ 2222 West Borchard Avenue, and Mrs. Anne Hutchinson, First <br />Grade Teacher, Diamond School, 2305 West Edinger Avenue, requesting the installa~' <br />tion of a traffic signal at the intersection of Edinger Avenue and Greenville <br />Street. On motion of Councilman Hubbard, seconded by Brewer and carried, the com-~ <br />munlcations were received and filed. <br />~The N~nager orally reported on October 16, 1961, the City Council received a re- <br />quest from the Off-Street Parking Co~.~-~ssion that the City undertake a study of <br />the feasibility and economics of a potential relocation of the parking area operat <br />ed and controlled by the C.~--.tssion, said present area to be sold to the Telephonei! <br />Company and to be replaced by the purchase of property on the south side of Fifth ii <br />Street between Bush and Spurgeon Streets. The Council then requested my office <br />undertake a survey of the matter and:to make a report. We found at the very be- <br />ginning of the study that merely making estimates of costs and investigations of <br />procedure would not be adequate, in that the complexities of multiple property <br />ownership and existing leases, on the relocation properties were such that it was <br />necessary to enter into direct negotiations with property owners and to take actions <br />in regard to the encumbering leases. During this period of study and negotiation ~, <br />the Council has authorized the filing of condemnation actions which, if prosecuted? <br />to completion, would accomplish the purchase of the relocation properties. I n°w <br />wish to report as follows: --] <br /> (A). The property held in trust by the First Western Bank may be purchased <br /> <br />on an agreed upon satisfactory price but will require the filing of a condemnation~ <br />action in order to assure that all parties concerned are adequately protected <br />against any possible conflicts of interest; <br /> <br /> (B). The properties owned by a variety of ~wners.having <br /> <br />undivided partial interests, but primarily under a trusteeship located in San Fran~ <br /> <br />cisco, can be pmrchas~lupon a fair and agreed upon price with but one complicatioa, <br /> <br /> <br />
