I 96 <br /> <br />IV. INVENTORY OF SIGNIFICANT UNAVOIDABLE ADVERSE IMPACTS <br /> <br />Implementation of the proposed project will aid in developing the <br />surrounding area as a regional center. As a regional attraction, <br />the proposed project will generate a significant increase in <br />vehicular trips into the area. As a result, the amount of traffic <br />congestion and vehicular emissions will significantly increase, <br />which will induce increased noise and air quality impacts. <br />Additionally, the proposed project will add to the existing <br />job/housing imbalance within Santa Ana. <br /> <br />A. TRAFFIC <br /> <br />Main at Buffalo will remain adversely impacted from Phase I into <br />Phase II of the project. Of the four additional intersections <br />adversely impacted by Phase II, all four intersections can be <br />completely mitigated to acceptable levels of service. Of the 39 <br />intersections studied, nine will operate at unacceptable levels at <br />the completion of Phase II. Eight of these are adversely impacted <br />by the entitled projects, and one (Main at Buffalo) is adversely <br />impacted by the proposed project and cannot be mitigated to <br />acceptable levels. The adverse project impact of that one <br />intersection is a significant, unavoidable adverse impact. <br /> <br />With the expected cumulative projects, 23 intersections will <br />operate at unacceptable levels prior to mitigation. With <br />mitigation, including planned improvements to Interstate 5, 16 <br />intersections remain adversely impacted by cumulative projects. <br /> <br />B. AIR QUALITY <br /> <br />Upon implementation of the mitigation measures contained in the <br />RDEIR, short-term emissions generated by construction equipment <br />would be reduced to a level which is less than significant. <br />However, the proposed project has the potential to generate <br />substantial emissions and will contribute long-term air emissions <br />to a non-attainment area. Any increase in emissions is considered <br />significant. The impact of vehicular emissions can be reduced <br />through the use of TDM and other measures, but cannot be mitigated <br />completely, especially localized emissions such as carbon monoxide. <br />Thus, the proposed project will generate a significant unavoidable <br />adverse impact on air quality. <br /> <br />C. NOISE AND VIBRATION <br /> <br />If pile driving for the high-rise building foundations is <br />necessary, a significant unavoidable adverse temporary noise impact <br />on project and adjacent residences and businesses may result during <br />construction. <br /> <br />6 <br /> <br /> <br />
