JOB~HOUS~NG <br /> <br />The proposed project would indirectly result in an unavoidable <br />adverse effect on the city's job/housing balance by increasing <br />employment opportunities without supplying a corresponding increase <br />in housing. The effect is not project-specific and cannot be <br />altogether mitigated by the project applicant; it is a city and <br />regional concern. <br /> <br />E. AESTHETICS <br /> <br />The proposed project would result in the intensification and <br />urbanization of an undeveloped site. As discussed at Page 4-153 of <br />the Revised Draft EIR, the construction of the 32 story office <br />building, as well as other planned high-rise buildings, would <br />result in a significant change of the visual character of the site. <br />Mitigation measures have been proposed and implemented which reduce <br />these adverse impacts. The Response to Comments concludes that the <br />mitigation measures proposed for aesthetics will reduce potential <br />aesthetic and visual impacts to a level that is less than <br />significant. (See, for example, Response to Comment 12-WWW). <br />However, aesthetic impacts are subjective. Based upon testimony in <br />the record from surrounding residents who feel the visual impacts <br />will be significant, for purposes of project approval, ~he City <br />Council hereby finds and determines that distant views of the <br />mountains to the north and east would be obstructed and this impact <br />is considered an unavoidable adverse impact of this project. <br /> <br />7 <br /> <br /> <br />
