AIR QUALITY <br /> <br />1 · ENVIRONMENTAL EFFECTS <br /> <br />Short-Term <br /> <br />Temporary air quality impacts will result from project construction <br />activities. Air pollutants will be emitted by construction <br />equipment and vehicles, and dust will be generated during grading <br />and site preparation. At this time, construction impacts upon air <br />quality are difficult to quantify. Complete data regarding the <br />amount and types of construction equipment to be used for this <br />project (as well as the days of operation during project <br />construction) are not available. Thus, estimates were employed <br />when attempting to quantify this impact. A diesel-powered scraper <br />is the most common type of equipment used for grading operations. <br />For this type of project, four pieces of heavy equipment may be <br />expected to operate at one time. If all the equipment operates for <br />8 hours per day, the following construction-related emissions would <br />result: 30 pounds per day of carbon monoxide, 80 pounds per day of <br />nitrogen oxides, 6 pounds per day of hydrocarbons, 10 pounds per <br />day of sulfur oxides, and approximately 7 pounds per day of <br />particulate matter. <br /> <br />Lonq-term <br /> <br />The main source of regional emissions generated by the project will <br />be from motor vehicles. Estimates were made of the vehicular <br />emissions that would be generated by the proposed project. The <br />traffic report for the project forecasts 34,236 vehicle trips per <br />day at an average trip length of ten miles. An average vehicle <br />speed of 25 miles per hour was assumed for the projections. The <br />following traffic-related emissions would result: 2.32 pounds per <br />day of carbon monoxide, 0.42 pounds per day of nitrogen oxide, 0.09 <br />pounds per day of sulfur oxide, 0.10 pounds per day of <br />particulates, and 0.20 pounds per day of hydrocarbons. <br /> <br />Emissions will be generated on-site by the combustion of natural <br />gas for space heating and water heating. Off-site emissions will <br />be generated due to electrical usage. The generation of electrical <br />energy by the combustion of fossil fuels results in additional <br />emissions off-site, some businesses may locate within the site <br />which have processes that generate emissions in addition to those <br />listed above. Information is not available regarding the type of <br />firms that might locate in the Main Street Concourse and what types <br />of equipment may be installed; therefore, projections of process <br />emissions is not possible. However, these emissions will be <br />regulated and controlled through the SCAQMD. <br /> <br />As indicated above, the main source of emissions generated by the <br />project will be from motor vehicles.
