3O0 <br /> <br />generation, restaurant vents, and various activities that are yet <br />to be defined and quantified. Regional increases in all pollutants <br />when compared to Orange County emissions will be less than 0.5 <br />percent. Specific receptor area increases in all pollutants due to <br />the proposed project will be less than 0.62 percent. The increases <br />in regional emissions are not considered significant on an <br />individual basis, and significant changes in the regional air <br />quality are not expected in the future. Subregional emissions are <br />also not projected to increase significantly. However, any <br />increase in emissions in a non-attainment area is considered <br />significant. Kings County Farm Bureau v. city @f Hanford, 221 Cal. <br />App. 3d 692 (1990). <br /> <br />As a general development project, the proposed development is <br />subject to conformity review by the District and SCAG. This review <br />is required for all general development projects that are approved <br />prior to a local government's adoption of a District-approved air <br />quality plan consistent with the locally adopted general plan. <br />Since the City of Santa Ana has not yet adopted an air quality <br />element, this conformity review is required. <br /> <br />Both of the conformity test conditions are met in tile Main Street <br />Concourse project. The City of Santa Ana has not adopted an Air <br />Quality Element and/or revised the Land Use and Circulation <br />Elements of their General Plan to be consistent with the AQMP/SIP <br />and the project does exceed some of the "Minimum Criteria for <br />Genera-1 Development Project Review." Therefore, the project is <br />subject to a AQMP/SIP conformity review. The goals of the AQMP/SIP <br />conformity procedures include the mitigation of impacts of growth <br />in an manner which is consistent with AQMP/SIP policies, attainment <br />of the NAAQS (National Ambient Air Quality Standards) during a <br />period of continued growth in Southern California, and the <br />reduction of vehicle miles traveled and vehicle trips consistent <br />with AQMP/SIP policies. <br /> <br />(2RXTI~RXON 1~ JOBS/HouszN~ BALANCE <br /> <br />SCAG is encouraging a more evenly balanced jobs and housing mix <br />throughout the basin. Certain areas have been identified as being <br />particularly weighted in favor of jobs or housing. Currently, <br />Santa Aha is considered to be job rich. The first test requires <br />that the project demonstrate a positive or neutral effect on the <br />jobs/housing balance in the subregion in which the project is <br />located. A positive impact would bring the region closer to the <br />balance ration for the basin. <br /> <br />The project as it is currently designed will generate 4,029 jobs in <br />the city, but will only provide 280 residential dwelling units. <br />This results in a project jobs/housing ratio of 14:4. This will <br />have a negative impact on the jobs/housing balance in the City and <br />adjacent communities. This aspect of the impact potential results <br />because the scope of the project is as a regional employment <br /> <br />10 <br /> <br /> <br />
