3.03 <br /> <br />near the northeast corner of the Main Street Concourse will be a <br />nuisance to pedestrians and a safety hazard. <br /> <br />Present conceptual plans call for the construction of a new storm <br />drain in Owens Drive which will intercept the flood waters at the <br />intersection of Owens Drive and Main Street. The east side of Main <br />Street, the north side of Owens Drive, and the westerly half of the <br />project site will contribute flows to this new storm drain. Catch <br />basins will be located at the northeast corner of the intersection <br />of Main Street and Owens Drive. The new storm drain will be <br />aligned in Owens Drive from Main Street approximately 900 feet east <br />and connected to the storm drain that leads directly from the <br />project site to Santiago Creek. <br /> <br />The impact of an Owens Drive storm drain includes: <br /> <br />Reduction of the drainage impact on the existing Main <br />Street and Lawson Way storm drains. <br /> <br />Reduction of the size and cost to upgrade existing storm <br />drain systems. <br /> <br />An insignificant impact on flows in <br />proportionally, a less incremental <br />Aha River. <br /> <br />Santiago Creek, and <br />impact on the Santa <br /> <br />Reduction of more flexibility for site design elevation <br />on the proposed project site. <br /> <br />Reduction of site development coordination <br />controls, underground utilities, and <br />development. <br /> <br />for traffic <br />surrounding <br /> <br />Requirement for installation in conjunction or <br />coordination with the Owens Drive realignment <br />construction project proposed by the City of Santa Ana. <br /> <br />Requirements for design and construction coordination <br />with the County Sanitation District of Orange County <br />Trunk Sewer. <br /> <br />In addition, the downstream end of the Lawson Way storm drain from <br />the north side of Owens Drive to Santiago Creek will be upsized to <br />provide for the future up-sizing of the existing pipe in Lawson <br />Way. The exact diameter of this segment will be determined in the <br />detailed drainage study. <br /> <br />Groundwater <br /> <br />The project will increase the proportion of impervious surface and <br />reduce the amount of infiltration on-site.
