quality; and that the impact of the project on air quality must be <br />analyzed on a city, county, Regional Statistical Area, or <br />subregional level, depending on the scope of the project. Previous <br />sections of the conformity analysis show that the project will not <br />itself have a significant adverse impact on regional air quality, <br />but is nevertheless significant because it will contribute <br />long-term emissions to an existing non-attainment area. <br /> <br />2. FINDINGS <br /> <br />Mitigation measures numbers 10 through 21 contained in the <br />Mitigation Monitoring Program have been required in, or <br />incorporated into, the project and those mitigation measures <br />mitigate or avoid the significant environmental effects identified <br />in this EIR and outlined above. Substantial evidence supporting <br />this finding is contained in the record at pages 4-18, 4-25 to 4-27 <br />of the Revised Draft EIR and Responses to Comments numbers 12-00, <br />12-QQ, 21-K. <br /> <br />UNAVOIDAI~LE SIGNIFICANT ENVIRONMENTAL EFFECTS <br /> <br />The proposed project has the potential to generate substantial <br />emissions and will contribute air emissions to a non-attainment <br />area. Any increase is considered significant. Because the <br />proposed project provides many more new jobs than new housing to a <br />job-rich region, its affect on the jobs/housing balance is <br />considered significant. Short-term construction impacts can be <br />mitigated to a level of insignificance. The impact from vehicular <br />emissions can be reduced by the mitigation measures, but cannot be <br />mitigated completely, especially localized emissions such as carbon <br />monoxide. The impact from the proposed project, plus related and <br />entitled projects will contribute cumulatively significant <br />emissions to the basin, a non-attainment area. This impact is <br />significant and cannot be mitigated to levels of insignificance. <br />Even though the proposed project will generate a significant <br />adverse impact on air quality, the benefits of the project outweigh <br />that impact, as discussed in the Statement of Overriding <br />Considerations. <br /> <br />C. WATER RESOURCES <br /> <br />1 . ENVIRONMENTAL EFFECTS <br /> <br />Surface Watgr <br /> <br />The project will add a net 52 cfs to the Santiago Creek flow. New <br />facilities will be incorporated to alleviate existing system <br />deficiencies. Crank case oil, landscaping chemicals, and other <br />types of contaminants can be carried in site runoff.
