307 <br /> <br />FINDINOS <br /> <br />The mitigation measures contained in the Mitigation Monitoring <br />Program as Mitigation Monitoring Program Numbers 29 through 41 have <br />been required in, or incorporated into, the project and those <br />mitigation measures mitigate or avoid the significant environmental <br />effects identified in this EIR and outlined above. Substantial <br />evidence supporting this finding is contained in the record at <br />pages 4-43, 4-44, 4-47, 4-51 to 4-43 of the Revised Draft EIR and <br />Responses, p. 14 and p. 16. <br /> <br />UNAVOIDABLE SIGNIFICANT ENV'rRONMEITTAL EFFECTS <br /> <br />If pile-driving for the high-rise building foundations is <br />necessary, a significant unavoidable adverse temporary noise impact <br />on the project, adjacent residences, and businesses may result <br />during construction. The mitigation measures above will assist in <br />minimizing the potential risk of damage from pile-driving, but not <br />to a level of insignificance. <br /> <br />E. LIGHT AND GLARE, SHADE AND SHADOW <br /> <br />ENVIRONMENTAL EFFECTS <br /> <br />LIGHT ANp GLARE <br /> <br />Major sources of project-generated light will be interior lighting <br />from the high-rise office structures and the hotel, as well as <br />exterior lighting used for both security and signage. All of these <br />project components will be illuminated at night to varying degrees. <br />As the most intensive land uses are planned for the commercial <br />portion of the site at Main Street, nighttime lighting will be <br />greatest in this area. There are no residential buildings adjacent <br />to the proposed office tower, although the building will be visible <br />for several blocks. Nighttime lighting is required for the <br />helistop. Some interior and exterior building lighting is also <br />expected. <br /> <br />The health club/theater/cinema complex is expected to produce the <br />most artificial light, since these functions are generally used at <br />night and/or have well-lit signage from the cinema marquee. These <br />buildings are located at the interior of the Main Street Concourse, <br />and most light will be blocked from neighboring land uses on the <br />west, north, and east by other buildings in the development. <br />During Phase I of the development, light from the health <br />club/theater/cinema complex will be visible from Owens Drive, south <br />of the project site. However, existing land uses on the south side <br />of Owens Drive--an office building, parking garage, and Santiago <br />Park--are not considered sensitive to night lighting. On-site <br />light-sensitive uses consist of the 2-story single-family attached <br />housing planned for the east end of the project site.
