will impact the units nearest the complex. The intensity of impact <br />will depend on the final lighting design and the orientation of the <br />residential units. <br /> <br />Lights from automobiles entering and exiting the site at night <br />could also cause impacts. Vehicle access to the site during Phase <br />I will be provided on Main Street, Owens Drive and Lawson Way. <br />Access on Lawson Way is directly across the street from the senior <br />citizen center and lights from vehicles exiting the project could <br />impact residents of that facility. However, all parking for the <br />project will be in structures or underground, reducing light <br />impacts on neighboring land uses. These impacts are typical in <br />urban settings and are not considered significant. <br /> <br />Shade and Shadow <br /> <br />Potential adverse project shadow impacts related to the casting of <br />shadows will be associated with the 32- and 20-story office towers, <br />the 27-story hotel tower, the 19-story residential tower, and the <br />parking structure. <br /> <br />In general, the greatest impacts will be during the winter months <br />and during early morning and evening periods on clear days <br />throughout the year. The Phase I 32-story office building will <br />cast shadows onto northerly adjacent property only at midday during <br />the winter season. The analysis indicates that the greatest shadow <br />impact from the high-rise residential tower will be early mornings <br />and evening shadows cast on the most northerly 2-story attached <br />single-family homes of the proposed project itself. Shadows cast <br />from the proposed Phase II 19-story residential tower will affect <br />the south-facing units at the northerly portion of the site, as <br />well as the semi-public courtyard created in the center of the <br />residential project in Phase II. Shadows from the parking <br />structure will extend to areas just north of the project. <br /> <br />Shadows cast from the proposed Phase I 20-story office tower and <br />the Phase II 27-story hotel tower will affect the outdoor plazas <br />created within the proposed development. This may be desirable in <br />the summer season in Southern California but is not viewed as a <br />benefit during the winter season. Shadows cast by the two office <br />towers will extend beyond the site but do not have a significant <br />off-site impact, since they affect only adjacent existing <br />commercial uses. Shadows cast on-site will not have a significant <br />impact since they primarily affect the plazas and commercial area. <br />No major areas are within shadows for the entire day. <br /> <br />2 · FINDINGS <br /> <br />The mitigation measures contained in the Mitigation Monitoring <br />Program as Mitigation Monitoring Program Numbers 42 through 46 have <br />been required in, or incorporated into, the project and those <br />mitigation measures mitigate or avoid the significant environmental <br /> <br />18 <br /> <br /> <br />
