$10 <br /> <br />FINDINGS <br /> <br />Although no significant adverse impacts on natural resources will <br />result even if no recycled materials are used at the project, the <br />mitigation measure contained in the Mitigation Monitoring Program <br />as Mitigation Monitoring Program Number 48 will minimize the use of <br />natural resources used at the project. Substantial evidence <br />supporting this finding is contained in the record at page 4-66 of <br />the Revised Draft EIR. <br /> <br />H. RISK OF UPSET AND HUMAN HEALTH <br /> <br />ENVIRONMENTAL EFFECTS <br /> <br />Earthquake Hazard <br /> <br />The upper floors of the 32-story office building may be exposed to <br />intense motion during an earthquake which can result in damage: <br />pictures falling, book cases toppling, etc. <br /> <br />Jet Fuel Line <br /> <br />The project applicant and the city will design the street <br />improvements which will involve the grading of Owens Drive which <br />will expose the jet fuel pipe. The jet fuel line has been <br />relocated and no impact or risk of upset occurred. <br /> <br />Other Hazards <br /> <br />The increase in traffic generated by the project could interfere <br />with emergency response and evacuation plans for adjacent <br />developments. Fire and police accessibility to the area may be <br />hampered by development of structures and the accompanying <br />vehicular and pedestrian traffic. <br /> <br />Construction activities carry the potential for construction worker <br />injury due to accidents, equipment failure or human error. The <br />construction of high-rise office buildings carries additional <br />hazards associated with soil movement and falling debris. The <br />risks associated with construction of the project are consistent <br />with other high-rise developments. <br /> <br />Because of the proposed helistop, the project has an increased <br />potential for helicopter crashes. This would mean potential damage <br />to property and surrounding buildings and injury to persons present <br />at the site. <br /> <br />FINDINGS <br /> <br />The mitigation measures contained in the Mitigation Monitoring <br />Program as Mitigation Monitoring Program Numbers 49 through 55 have <br />been required in, or incorporated into, the project and those <br /> <br />20 <br /> <br /> <br />
