Substantial <br />evidence supporting this finding is contained in the record at <br />pages 4-57 to 4-58 of the Revised Draft EIR. <br /> <br />F. LAND USE <br /> <br />1. ENVIRONMENTAL EFFECTS <br /> <br />The proposed project will increase currently allowed building <br />intensity onsite. The project will conform to zoning and general <br />plan designations with changes as requested. <br /> <br />It will also involve the demolition or relocation of the existing <br />restaurant (Polly's Pies) prior to certification of occupancy. In <br />order to accommodate the city's pre-existing Owens Drive widening <br />plans, the two houses were already the subject of a proposed <br />condemnation, relocation and demolition. <br /> <br />2 · FINDINGS <br /> <br />The mitigation measure contained in the Mitigation Monitoring <br />Program as Mitigation Monitoring Program Number 47 has been <br />required in, or incorporated into, the project and that mitigation <br />measure mitigates or avoids the significant environmental effects <br />identified in this EIR and outlined above. Substantial evidence <br />supporting this finding is contained in the record at page 4-62 of <br />the Revised Draft EIR. <br /> <br />G. N~TURAL RESOURCES <br /> <br />1 . ENVIRONMENTAL EFFECTS <br /> <br />The development and operation of the proposed project will increase <br />the rate of consumption of some natural resources, both in the <br />short-term and long-term. During construction, the use of building <br />materials produced primarily from raw materials will contribute to <br />the local depletion of these materials, including aggregate and <br />concrete. Other materials, such as steel and glass, will be <br />produced in regions outside of the local area, but will contribute <br />to the depletion of natural resources in the areas from which these <br />materials are produced. Additionally, the physical construction of <br />the project will require the consumption of fossil fuels for the <br />operation of construction equipment. <br /> <br />In the long-term, the operation of the proposed project will <br />contribute to the continued depletion of natural resources, <br />primarily in the form of fossil fuels for vehicle operation and on- <br />site energy consumption. A minimal amount of natural resources <br />will be used on-site after completion of the construction buildout <br />of the project. <br /> <br />19 <br /> <br /> <br />
