Job/Housing Balance <br /> <br />According to SCAG, to have a jobs/housing ratio of 5.85 and neutral <br />effect on the jobs/housing balance, the project could produce only <br />1,641 jobs. The project as it is currently designed will generate <br />4,029 jobs in the city, but provides 280 residential dwelling <br />units. This results in a project jobs/housing ratio of 14.4. <br />Therefore, the project would have a negative impact on jobs/housing <br />balance in the Northwest Orange County subregion. <br /> <br />FINDINGS <br /> <br />The mitigation measures contained in the Mitigation Monitoring <br />Program as Mitigation Monitoring Program Numbers 56 and 57 have <br />been required in, or incorporated into, the project and those <br />mitigation measures mitigate or avoid the significant environmental <br />effects identified in this EIR and outlined above. Substantial <br />evidence supporting this finding is contained in the record at <br />pages 4-79 and 4-82 of the Revised Draft EIR. <br /> <br />UNAVOIDABLE SIGNIFICANT P. NVIRONMENTAL EFFECTS <br /> <br />The project does not conform to AQMP/SIP requirements. Thus, the <br />proposed project would indirectly result in an unavoidable adverse <br />effect on the city's job/housing balance by increasing employment <br />opportunities without supplying a corresponding increase in <br />housing. The jobs/housing balance is an impact which must be <br />addressed on a regional basis. The mitigation measures that have <br />been incorporated into the project will assist in the achievement <br />of a job/housing balance. No further, feasible mitigation measures <br />have been identified with respect to the jobs/housing balance. <br /> <br />J. TRANSPORTATION AND CIRCULATION <br /> <br />1. ENVIRONMENTAL EFFECTS <br /> <br />PHASE I <br /> <br />Prior to project implementation under existing plus entitled <br />conditions, nine intersections with mitigation will operate a level <br />of service E or worse. The addition of Phase I project traffic is <br />estimated to result in three additional intersections operating at <br />a level of service E or worse for a total of 12 intersection <br />operations at level of service E or worse prior to mitigation. The <br />additional three intersections are: <br /> <br />Main Street at Town & Country <br />Main Street at Buffalo Street <br />Town & Country at SR-22 Ramps/Lawson(s) <br /> <br />22 <br /> <br /> <br />
