313 <br /> <br />Additionally, the existing Lincoln property driveway will be <br />reduced to right-turn in/out only with the installation of a raised <br />median in Owens Drive for Phase I construction. <br /> <br />A bus turn-out will be constructed with Phase I on the east side of <br />Main Street in order to efficiently accommodate traffic flow on <br />Main Street. <br /> <br />Phase I is estimated to generate approximately 18,312 average daily <br />trips with 1,453 estimated to occur during the morning peak hour <br />and 2,043 during the evening peak hour. <br /> <br />PHASE II <br /> <br />Phase II of the project, and other existing plus entitled projects, <br />will result in a total of 13 intersections operating at level of <br />service E or worse. Four of these are new intersections which are <br />directly impacted by Phase II traffic which will result in <br />deterioration to level of service E or worse. They are: <br /> <br />Main Street at Main Place <br />Main Street at Owens Drive <br />Broadway at Seventeenth Street <br />Parker at LaVeta Avenue <br /> <br />Phase II traffic conditions include <br />unacceptable LOS at Main and Buffalo. <br /> <br />the continuation of <br /> <br />Phase II installation of a traffic signal at the intersection of <br />Lawson at the projects most northerly driveway will result in <br />altering the neighboring driveways as follows: <br /> <br />The driveway for the Town & Country Manor Retirement Center <br />would be the fourth leg of the intersection and would be <br />controlled by the signal, once installed. One of the Town & <br />Country office park driveways on Lawson Way, immediately to <br />the north of the retirement center, will be restricted to <br />right-turn in and out only to avoid conflict with the <br />signalized intersection. The access drive to the Tishman <br />project located immediately north of Main Street Concourse <br />will also be affected by the installation of the traffic <br />signal. The driveway to the Tishman project parking structure <br />is located approximately 124 feet north of the signalized <br />intersection. The loading area for Tishman is approximately <br />240 feet. It is possible that during peak traffic periods, <br />particularly the a.m. peak hour, vehicle queues at the <br />southbound approach to the signalized intersection could <br />interfere with Tishman project ingress/egress. <br /> <br />The bus turn-out constructed on the east side of Main Street with <br />Phase I will be relocated as a part of Main Street project redesign <br />for Phase II construction. <br /> <br />23 <br /> <br /> <br />
