record at pages 4-84 to 4-110 of the Revised DEIR and Response to <br />Comment 9-A. <br /> <br />POTENTIAL TNFF~SIBILIT¥ OF CERTAIN MITTQATION ~ASURES <br /> <br />Implementation of several of the mitigation measures which address <br />project-related transportation and circulation impacts require <br />approval from the City of Orange. These mitigation measures which <br />require implementation approval from the City of Orange are as <br />follows: <br /> <br />Mitigation Measure Number 67 Lawson Way at Town and <br />Country Road improvements <br />Mitigation Measure Number 84 Lawson Way improvements <br />Mitigation Measure Number 85 Lawson Way at project <br />driveway traffic signal <br />Mitigation Measure Number 86 Parker Street at LaVeta <br />Avenue improvements <br /> <br />These mitigation measures can and should be approved by the City of <br />Orange. However, if the City of Orange declines to approve their <br />implementation, then these mitigation measures would be infeasible, <br />and there may be further adverse traffic impacts of the project. <br />Nonetheless, the City would approve this project. <br /> <br />UNAVOIDABLE ENVIRONMENTAL EFFECTS <br /> <br />Implementation of mitigation measures will reduce the traffic <br />impacts however, the project will cause the intersection of Main at <br />Buffalo to operate at a level of service of E or worse and will <br />only improve one of the nine intersections (Main at Owens) from <br />continuing to operate at a level of service of E or worse in the <br />pre-project condition of existing plus entitled projects. As <br />discussed in the statement of overriding considerations, though, <br />the benefits from the proposed Main Street Concourse project <br />outweigh the adverse impacts on transportation and circulation. <br /> <br />K. PARKING <br /> <br />ENVIRONMENTAL EFFECTS <br /> <br />Parking Supply <br /> <br />Phase I of the project will provide 3,956 parking spaces and will <br />provide more parking than required by city Code. Phase II of the <br />project will provide 5,464 parking spaces and will exceed the <br />minimum number of parking spaces identified as need by the "Shared <br />Parking Analysis" and will provide 80 percent of the City Code <br />required parking as suggested by City staff. <br /> <br />25 <br /> <br /> <br />
