316 <br /> <br />Parking Access and Operating Characteristics <br /> <br />Paid parking can result in parking impacts to nearby users if <br />visitors park offsite to avoid parking charges. An operating plan <br />has been prepared by AMCO Parking for the parking facilities to <br />increase the efficiency with which vehicles enter, exit and <br />circulate within the parking garage. Bottleneck conditions will be <br />avoided by measures in the parking operations plan. <br /> <br />Personal safety within the parking structures is a concern of the <br />applicant and City staff. Circulation deficiencies could be <br />exacerbated on Main Street and Owens Drive, if project access is <br />not properly designed. <br /> <br />2 · ~IND, INGE <br /> <br />The mitigation measures contained in the Mitigation Monitoring <br />Program as Mitigation Numbers 93 through 121 have been required in, <br />or incorporated into, the project and those mitigation measures <br />mitigate or avoid the significant environmental effects identified <br />in the EIR and outlined above. Substantial evidence supporting <br />this finding is contained in the record at pages 4-115 to 4-118 of <br />the Revised Draft EIR. <br /> <br />L. PEDESTRIAN CIRCULATION <br /> <br />1 · ENVIRONMENTAL EFFECTS <br /> <br />The proximity of a variety of complementing uses on the site is <br />expected to encourage pedestrian traffic. Office workers and <br />residents will use retail facilities and the health club, as well <br />as hotel facilities and the theater. Hotel guests have access to <br />the uses on the site as well as the variety of surrounding retail <br />and restaurant opportunities. Efforts have also been made in <br />designing the project to encourage pedestrian interaction with <br />surrounding uses. <br /> <br />The project has been designed to encourage pedestrian circulation. <br />No significant adverse impacts are expected. <br /> <br />2 · FINDINGS <br /> <br />Due to the large number of people anticipated to be onsite, a <br />potential exists for traffic to create an onsite pedestrian hazard. <br />The on-site pedestrian circulation between the parking areas and <br />the proposed uses has been designed for convenience to preclude any <br />conflicts with major vehicle movements and to provide direct <br />connection between parking and building entrances and to ensure <br />security. The sidewalk proposed along Main Street is to be <br />constructed adjacent to the curb with Phase I of the project. In <br />Phase II, the sidewalk will be relocated adjacent to retail space <br /> <br />26 <br /> <br /> <br />
