329 <br /> <br />VII. STATEMENT OF OVERRIDING CONSIDERATIONS <br /> <br />The benefits of the proposed project have been balanced against and <br />outweigh the unavoidable environmental impacts in the Revised Draft <br />Environmental Impact Report as set forth above, and thus the <br />adverse environmental effects are considered acceptable. The City <br />makes the following Statement of Overriding Considerations, <br />identifying the general benefits of the project which outweigh the <br />unavoidable environmental impacts of the project, including those <br />resulting from the failure of a public agency to implement a <br />mitigation measure within its responsibility and jurisdiction. <br /> <br />1. Tile project will directly provide 4,029 new jobs. <br /> <br />The project will result in economic benefit for the City of <br />Santa Ana and Orange County. The economic gain that the City <br />of Santa Ana will receive will help enable the City to meet <br />its budget and to use any remaining money for vital public <br />improvements. <br /> <br />Revenues to the Redevelopment Agency from its share of tax <br />involvement after buildout are estimated to be $2,693,000, <br />annually (1993 dollars). These funds can provide new public <br />infrastructure and aid the elimination of blight. (Source: <br />Keyser Marston Associates, Inc., March 18, 1993) <br /> <br />The project will result in annual revenues, at buildout, of <br />approximately $6,027,000 (1993 dollars). This net annual <br />surplus to the City of Santa Ana consists of revenues from tax <br />increment ($2,693,000), sales taxes ($312,000), and transient <br />occupancy taxes ($3,022,000). These revenues can be used by <br />the City to improve city-run programs, thereby making the City <br />of Santa Aha a more desirable place to live and to visit. <br />(Source: Keyser Marston Associates, Inc., March 18, 1993) <br /> <br />The performing arts and film theater in the project will <br />provide community cultural events, thereby increasing access <br />to such events by a large segment of Santa Ana residents. The <br />performing arts and film theater will also provide a reason, <br />in itself, for people to come to Santa Ana. This will provide <br />business for local shops and restaurants. <br /> <br />In conjunction with the cumulative intensification of land use <br />in the area, the project will further strengthen the <br />identification of the Central District as the urban core of <br />the City of Santa Aha. The Main Street Concourse will provide <br />24-hour a day activity and dynamic appeal to the city of Santa <br />Aha. The project will attract people to the City of Santa <br />Aha. <br /> <br />The project will implement landscaping and architectural <br />design of a world-class nature to achieve a harmonious <br /> <br />39 <br /> <br /> <br />
