339 <br /> <br />4. (3) Site Earthwork: <br /> <br />The following measures are recommended during site preparation: <br /> <br />a. Prior to general site grading, all vegetation and debris shall be stripped and <br /> disposed of outside the construction limits. <br /> <br />b. All active or inactive utilities within the building areas shall be relocated or aban- <br /> doned. No pipelines shall be abandoned in-place for this project. <br /> <br />The preliminary geotechnical investigation indicates that surface soils to a depth <br />of 3 feet may need to be excavated and recompacted where basements will not be <br />constructed. The exposed surface of the underlying silty/clayey layer may need <br />to be proof rolled prior to replacing the surficial material as fill. <br /> <br />Timing of Implementation/Verification <br /> <br />Prior to grading permit issuance; <br />during construction <br /> <br />Method of Verification <br /> <br />Grading plan check and field <br />inspection <br /> <br />Responsible Parties <br /> <br />Inspection Services Manager, <br />Building Division; and <br />Engineering Services Manager, <br />Development Engineering <br />Division <br /> <br />5. (4) Fills and Backfills: <br /> <br />The following measures are recommended during placement of fills: <br /> <br />General area fills, utility trench backfills, and backfill around pile caps, footings, <br />and other structures shall be placed during construction of this project. These <br />fills shall either be structural or nonstructural in nature. <br /> <br />Structural fills shall be placed to at least 95 percent of the maximum dry density <br />per ASTM D1557.
